NOTICE OF CUSTOMER SERVICE HEARINGS AND TECHNICAL HEARING TO CUSTOMERS OF CSWR-FLORIDA UTILITY OPERATING COMPANY, LLC AND ALL OTHER INTERESTED PERSONS RE: DOCKET NO. 20250052-WS APPLICATION FOR INCREASE IN WATER AND WASTEWATER RATES IN BREVARD, CITRUS, DUVAL, HIGHLANDS, MARION, AND VOLUSIA COUNTIES ISSUED: February 13, 2026 NOTICE is hereby given that the Florida Public Service Commission (Commission) will hold virtual and in-person customer service hearings, and an in-person technical hearing in the above docket on the application for increase in water and wastewater rates in Brevard, Citrus, Duval, Highlands, Marion, and Volusia Counties by CSWR-Florida Utility Operating Company, LLC (Utility). Pursuant to Commission Order Nos. PSC-2025-0361-PCO-WS, and PSC-2025-0404-PCO-WS, the Utility implemented interim rates subject to refund with interest for the following systems: Aquarina Utilities (water); BFF Corp. (wastewater); C.F.A.T. H2O, Inc. (water and wastewater); Neighborhood Utilities (water); North Peninsula Utilities Corp. (wastewater); Rolling Oaks Utilities (water and wastewater); Sunshine Utilities of Central Florida (water); Sebring Ridge Utilities (wastewater); and TKCB, Inc. (wastewater). The final rates and any need for a refund will be determined only after full evidentiary hearings are held on the Utilitys rate case application. The hearings will commence at the times and dates shown below. CUSTOMER SERVICE HEARINGS PURPOSE AND PROCEDURE The purpose of the customer service hearings is to give customers and other interested persons an opportunity to offer comments regarding the quality of service the Utility provides and the proposed rate increase. All witnesses shall be subject to cross-examination at the conclusion of their testimony. The Commission has scheduled both in-person and virtual customer service hearings. Commissioners will attend and participate during the service hearings. The following are the Commissions scheduled in-person customer service hearings and procedures: Thursday, March 5, 2026 at 9:00 a.m. College of Central Florida - Citrus Campus Charles S. Dear, Sr. Education Center 3800 S. Lecanto Highway Lecanto, FL 34461; Citrus County Thursday, March 5, 2026 at 5:00 p.m. College of Central Florida - Ocala Campus Webber Center Gallery 3001 SW College Road Ocala, FL 34474; Marion County Wednesday March 25, 2026 at 9:00 a.m. Sica Hall Community Center 1065 Daytona Avenue Daytona Beach, FL 32117; Volusia County The in-person customer service hearings will commence at the times and locations shown above and will continue until all witnesses have been heard. Members of the public who wish to present testimony can register in one of the following ways: (1) register using the Commissions online registration form, which will be available at www.floridapsc.com, under the Hot Topics heading, (2) call the Commission at (850) 413-7080, (3) email speakersignup@psc.state.fl.us, or (4) register upon arrival at the venue. Online registration for the in-person March 5th meetings will open on February 19, 2026 at 9:00 am, and close at noon on March 3, 2026. Online registration for the in-person March 25th meeting will open on March 11, 2026 at 9:00 am and close at noon on March 23, 2026. All persons who wish to comment are urged to appear promptly at the scheduled customer service hearing times because the hearing may be adjourned early if no witnesses are present to testify, or when those present have testified. The following is the Commissions scheduled virtual customer service hearing and instructions for speaker registration: Tuesday, March 31, 2026 at 6:00 p.m. Customers may register to speak at the virtual service hearing in one of the following ways: (1) register using the Commissions online registration form, which will be available at www.floridapsc.com, under the Hot Topics heading, (2) call the Commission at (850) 413-7080 or (3) email speakersignup@psc.state.fl.us. Online registration for the virtual service hearing will open on March 17, 2026 at 9:00 a.m., and close at noon on March 30, 2026. Please note that the order in which customers will speak is based on the order in which they register. If you have questions about the sign-up process, please call (850) 413-7080. One day prior to the virtual service hearing, customers who signed up to speak will be provided further instructions from Commission staff on how to participate. TECHNICAL HEARINGS PURPOSE AND PROCEDURE On June 8-12, 2026, the Commission will conduct technical hearings to allow the Utility and other parties to the proceeding to present testimony and relevant evidence regarding the rate request. To watch either the customer service hearings or the technical hearings live, visit www.floridapsc.com and look for the Watch Live Broadcast icon on the left side of the webpage. If you do not have access to the internet, you may call 1-850-413-7999 to listen to the hearings. If you are hearing or speech impaired, you may contact the Commission by using the Florida Relay Service at 1-800-955-8771 (TDD). The purpose of the technical hearing is to consider the application of CSWR-Florida Utility Operating Company for an increase in water and wastewater rates in Brevard, Citrus, Duval, Highlands, Marion, and Volusia Counties and any motions or other matters that may be pending at the time of the hearing. The Commission may rule on any such motions from the bench or may take the matters under advisement. At the hearing, all parties shall be given the opportunity to present testimony and other evidence on the issues that are identified at the Prehearing Conference to be held on May 14, 2026. All witnesses shall be subject to cross-examination at the conclusion of their testimony. JURISDICTION Jurisdiction over this Utility is vested in the Commission by Chapter 367, Florida Statutes. Authority to approve increased rates is governed by Sections 367.081, 367.082, 367.0816, 367.101, and 367.171, Florida Statutes. The provisions of Chapters 25-9, 25-22, 25-30, and 28-106, Florida Administrative Code, also apply.
