CONCURRENT NOTICE OF FINDING OF NO SIGNIFICANT IMPACT
AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
REQUEST FOR RELEASE OF FUNDS
On or about March 18, 2026, Palm Beach County Department of Housing & Economic Development (HED) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships (HOME) Program Community Development Organization (CHDO) funds awarded in Program Years 2019, 2020, 2021, and 2022 to Habitat Housing Solutions, Inc. (HHSI) to undertake a project known as the Scattered Site Lots Project for new construction of 11 single-family homes for homeownership on eight (8) scattered sites located in the City of Lake Worth Beach and unincorporated Palm Beach County. It is estimated that the total project will cost $3,100,000, including HOME CHDO funding of $1,650,000 in CHDO-R, and $230,000 of CHDO-0 funding.
FINDING OF NO SIGNIFICANT IMPACT
Palm Beach County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) located at https://cpd.hud.gov/cpd-public/environmentalreviews and kept on file at the Palm Beach County Department of Housing and Economic Development located at 100 Australian Avenue, Suite 500, West Palm Beach, FL 33406 and may be examined or copied weekdays 8:00 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Palm Beach County Department of Housing & Economic Development at the above address or at hedcomments@pbc.gov. All comments received by the comment period end date of March 17, 2026 will be considered by Palm Beach County prior to authorizing a submission of a Request for Release of Funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Palm Beach County Board of County Commissioners certifies to HUD that Joseph Abruzzo, in his official capacity as County Administrator, or his designee, consents to accept the jurisdiction of the Federal Courts if an action is bought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Palm Beach County Board of County Commissioners to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Palm Beach County's certification for aperiod of fifteen days (15) following the anticipated submission date or its actual receipt of therequest (whichever is later) only if they are on the following bases: (a) the certification was notexecuted by Certifying Officer of Palm Beach County; (b) Palm Beach County has omitted a stepor failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) thegrant recipient or other participants in the development process have committed funds, incurredcosts or undertaken activities not authorized by 24 CFR Part 58 before approval of a release offunds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitteda written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be emailed to CPD_GeneralCorr-MIA@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
