The Department of Environmental Protection (Department) hereby provides notice that it has prepared a draft modification permit for the proposed project, subject to the conditions specified in the draft modification permit and summarized below. On behalf of the applicant, Broward County, Water and Wastewater Services, Mark Darmanin, Director of Operations, 2555 West Copans Road, Pompano Beach, Florida 33069, the Department initiated a permit modification on January 21, 2026, for a Class I injection well construction permit. The project is located at North Regional Wastewater Treatment Plant (WWTP), 2401 North Powerline Road, Pompano Beach, Florida 33069, in Broward County (File 0334636-017-018-UC/M1, WACS ID 53313).
To Modify: Previously issued permits (0334636-009-010-UC/1M) for maintenance and repair of two non-hazardous Class I injection wells (IW-7 and IW-8) that were constructed for the disposal of secondary treated domestic wastewater from the North Regional WWTP. This modification expands the scope of the permits to include operational testing of injection wells IW-7 and IW-8 with associated dual-zone monitor well MW-6 and extends the duration of the permit from 2 years to 5 years. Six other non-hazardous Class I injection wells (IW-1, IW-2, IW-3, IW4, IW-5, and IW-6) and associated monitor wells (MW-1, MW-2, MW-3, and MW-5) are currently in operation at the facility under UIC permits 334636-011-016-UO/1M. Injection wells IW-7 and IW-8 are each constructed with a 24-inch outside diameter casing set to 2,585 feet below land surface (bls) and a total drilled depth of 3,500 feet bls. The maximum designed and tested injection rate for injection wells IW-7 and IW-8 is 12,949 gallons per minute per well and a maximum injection volume of 18.65 million gallons per day at a peak, hourly flow velocity of 10 feet per second. The wells have not been operationally tested due to surface seepage in the annular space between the 34 and 44-inch casings of both wells that was initially reported in the fall of 2017. A repair was completed between April and December 2025 and inspected by the Department on July 29 and December 3, 2025. Broward County submitted a request on November 11, 2025 to conduct operational testing. The Department has reviewed the request and determined that it meets the requirements of Rule 62-528.450(3), F.A.C. The dual-zone monitor well (MW-6) is completed in the Floridan aquifer and Middle Confining Unit with an upper monitor zone at 1,380 to 1,426 feet bls and a lower monitor zone at 1,634 to 1,656 feet bls.
The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an Underground Injection Control permit is required for the proposed work.
Any interested person may submit written comments on the draft permit and may request a public meeting within 30 days after publication of this public notice. A request for a public meeting shall be submitted in writing and shall state the nature of the issues proposed to be raised in the meeting. If a public meeting is later scheduled, there will be another 30-day notice period for that meeting. Written comments or a public
meeting request shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, which is the office processing this permit application. All comments received within the 30-day period will be considered in formulation of the Department's final decision regarding permit issuance.
