INVITATION TO BIDThe Roseburg Urban Sanitary Authority (RUSA) invites electronic bids for the Goedeck Trunk Rehabilitation Project. Electronic bids will be received only through Bid Locker until 2:00 p.m. local time on June 3, 2026. A virtual bid opening will be held on the day and time of the bid closing utilizing Microsoft Teams. Bids received after this time will not be accepted. All interested parties are invited to attend.

Bids submitted by a method other than Bid Locker will not be accepted. It is the sole responsibility of the bidder to ensure that its bid is fully submitted, received, and time-stamped in Bid Locker prior to the bid deadline. Bids will ONLY be received and accepted through Bid Locker. All addenda will be issued through Bid Locker.
When required, bidders must submit through Bid Locker a list of their first-tier subcontractors providing labor, or labor and materials, no later than 4:00 p.m. on the day bids are due. Any bid for which the list of first-tier subcontractors, when required, has not been submitted by 4:00 p.m. on the day bids are due, shall be considered nonresponsive. All bids must be submitted by bidders licensed with the Oregon Construction Contractors Board (CCB).
The proposed work generally consists of the rehabilitation via cured-in-place-pipe (CIPP) of approximately 3,900-LF of 36- and 42-inch diameter trunk sewer main, and 500-LF of collector sewers, rehabilitation of 17 lateral service lines, rehabilitation of 10 manholes along with frame and cover replacements, construction of four new 72-inch manholes with a corrosion resistant liner, and the removal of three existing 48-inch manholes. All work which requires bypassing of the large diameter trunklines and adjacent manholes shall be substantially completed on or before September 30, 2026. The remaining work shall be substantially completed on or before October 31, 2026. The Final Completion date for all project work shall be on or before December 31, 2026.
Bidders shall state as part of the bid that the provisions of ORS 279C.800 to 279C.870 (Prevailing Wage Rates) shall be complied with. Bidders must also certify as part of the bid that the requirements of ORS 279C.505(2) (Employee Drug Testing Program) shall be complied with. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. Bidders are not required to be licensed under ORS 468A.720 (Asbestos Abatement). Unless exempt under ORS 279C.800 to 279C.870, the successful bidder must file a $30,000 Public Works Bond with the Construction Contractors Board prior to beginning work on the project, and certify that all sub-contractors have also filed such bond.
Roseburg Urban Sanitary Authority may reject any bid not in compliance with all public bidding procedures and requirements, may waive any irregularities, and may reject for good cause any or all bids upon a finding it is the public interest to do so.
