PUBLIC NOTICE Clayton County Board of Supervisors May 5, 2026 Meeting at 9:00 AM of the Clayton County Board of Supervisors at 600 Gunder Road NE, Elkader, Iowa. Present:Steve Doeppke, Ray Peterson, and Doug Reimer Guests:Josie Fettkether, Jayme Honkomp, Liz Jaster, Brent Ostrander, Adam Sadewasser, Kaitlyn Kuehl-Berns, and Jennifer Garms. Reimer moved, Doeppke seconded to approve the meeting minutes for April 28, 2026. Ayes:Doeppke, Peterson, Reimer. Motion carried. Doeppke moved, Reimer seconded to approve the claims as presented totaling $185,055.63. Ayes:Doeppke, Peterson, Reimer. Motion carried. Reimer moved, Doeppke seconded to approve a riding group permit for Clayton County SxS Riders for July 31 through August 2, 2026. Ayes:Doeppke, Peterson, Reimer. Motion carried. Reimer moved, Doeppke seconded to approve resolution 20-2026 “Acceptance of Minor Subdivision Plat of Berns Subdivision.” Roll Call Vote:Doeppke-aye, Peterson-aye, Reimer-aye. Motion carried. RESOLUTION #20-2026 ACCEPTANCE OF MINOR SUBDIVISION PLAT OF BERNS SUBDIVISION Accepting the final plat of Berns Subdivision located in Lot 1 of Lot 2, Lot 2 of Lot 2, and Lot 3 of Lot 2, all in the Southeast Quarter of the Northeast Quarter (SE1/4-NE1/4) of Section 3, Township 93 North, Range 3 West of the Fifth Principal Meridian, Clayton County, Iowa, and more particularly described in “Exhibit A”. WHEREAS, there has been submitted to the Board of Supervisors of Clayton County, Iowa, a plat of real property hereinafter designated as a Berns Subdivision located in Lot 1 of Lot 2, Lot 2 of Lot 2, and Lot 3 of Lot 2, all in the Southeast Quarter of the Northeast Quarter (SE1/4-NE1/4) of Section 3, Township 93 North, Range 3 West of the Fifth Principal Meridian, Clayton County, Iowa, and more particularly described in “Exhibit A”. WHEREAS, Jeremiah Berns and Kathryn Kessler, owners of said real property, have executed and acknowledged an instrument consenting to said plat. WHEREAS, it appears that said plat complies with all requirements of Chapters 354 and 355 of the Code of Iowa. WHEREAS, the Clayton County Subdivision Review Committee has recommended approval of said subdivision, affifirming that it has complied with all the regulations of Clayton County, Iowa. THEREFORE BE IT RESOLVED by the Clayton County Board of Supervisors that the Board approves the final minor subdivision plat submitted by Jermiah and Kathryn Kessler, owners, Clayton County, Iowa, and described above. The Chairperson of the Board of Supervisors is hereby authorized and directed to endorse the Board's recommendation of approval by certifying a copy of this resolution for recording with said Plat and supporting documents in the offifices of the County Recorder and the County Auditor of Clayton County, Iowa. The Board discussed the Judicial Mental Health Advocate position. It will be advertised in conjunction with a vacancy in Substance Abuse Services for Clayton County, and we will see if candidates are available to fill the need. Reimer moved, Doeppke seconded to approve advertising for a part-time Garbage Monitor. Ayes:Doeppke, Peterson, Reimer. Motion carried. Reimer moved, Doeppke seconded to deny the request be Soil and Water Conservation to utilize the rural garbage site for disposal of soil survey books. Ayes:Doeppke, Peterson, Reimer. Motion carried. Doeppke moved, Reimer seconded to approve a Class C Retail Alcohol License with Outdoor Service for Elkader Golf and Country Club Inc. Ayes:Doeppke, Peterson, Reimer. Motion carried. Reimer moved, Doeppke seconded to approve a Class C Retail Alcohol License with Outdoor Service for PromiseLand Winery. Ayes:Doeppke, Peterson, Reimer. Motion carried. Doeppke moved, Reimer seconded to approve a Class C Retail Alcohol License with Outdoor Service for Heron Hill Events, LLC, DBA The Barn on Heron Hill. Ayes:Doeppke, Peterson, Reimer. Motion carried.
