PUBLIC INPUT FOR RULES A list of state agency rule proposals is published here each Wednesday. You can get a copy of a proposed rule by contacting the person listed in the notice. You can comment on a proposed rule by submitting a written comment to the agency or by attending the public hearing, if one is scheduled. If no hearing is scheduled, you can request one. The agency must hold a hearing if it receives 5 or more requests. If you have a disability and need assistance to participate in a hearing, you should tell the agency at least 7 days before the hearing. PROPOSAL FILING NUMBER: 2026-P099 (2nd Notice)
BRIEF SUMMARY: The Rule establishes standards for the Home Energy Assistance Program for the State of Maine as administered by the Maine State Housing Authority. The Home Energy Assistance Program provides Fuel Assistance and Energy Crisis Intervention Programs to income Eligible Households. The Rule also establishes standards for the HEAP Weatherization, Central Heating Improvement Program, and Heat Pump Program.
PUBLIC HEARING: NOTE: The public hearing that was originally scheduled for May 19, 2026 has been CANCELLED and will instead be held on Monday, June 1, 2026, at 10:00 a.m. at Maine State Housing Authority, 26 Edison Drive, Augusta, Maine. BRIEF SUMMARY: The proposed changes focus on modernizing language related to fees and interest rates, removes the % caps from the rule and instead requires that these fee percentages be established in the IUP annually. Every year these fees will be subject to public comment and EPA review and approval.
PUBLIC HEARING: None scheduled. There is a 30-day written comment period. A public hearing will be held if the Department receives 5 or more requests before the end of the comment period.
