BID ADVERTISEMENT DEPARTMENT OF ENGINEERING CITY OF NEWARK, NEW JERSEY NOTICE TO CONTRACTORS SEALED PROPOSALS will be received at 10:00 a.m. (prevailing time) on June 11, 2026, by James D. Adams, P.E., C.M.E., Acting Director, Department of Engineering, City of Newark, State of New Jersey, at City Hall, 920 Broad Street, Room 412, Newark, New Jersey, and will be publicly opened and read aloud for the following project: Park Elementary School 120 Manchester Place Newark, NJ 07104 Contract No. 2026-04 Contract Documents Contract Documents will be available for purchase on May 18, 2026, and not before. Prospective bidders shall pay a non-refundable fee of One Hundred Dollars ($100.00) to the City of Newark. Payment must be made by company check or money order only (no cash), payable to "City of Newark." Bid Forms must be used and may be obtained from the Department of Engineering, City Hall, Room 412, 920 Broad Street, Newark, NJ 07102, during regular business hours (8:30 a.m. to 4:30 p.m.). NO BIDS WILL BE ACCEPTED AFTER THE BID OPENING HAS COMMENCED. Bids may not be withdrawn for a period of sixty (60) days after receipt by the City of Newark, except as permitted by statute. Scope of Work The project consists of, but is not limited to, selective interior demolition; construction of new partitions; HVAC; electrical; plumbing; and full turnkey interior fit-out as described in the Contract Documents. A pre-bid walkthrough is scheduled for May 21, 2026 at 10:00 a.m. at the project site. All questions must be submitted no later than May 29, 2026. Legal Requirements All bidders must comply with all applicable Federal, State, and Local laws and regulations, including affirmative action requirements pursuant to N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. An Initial Project Workforce Report (Form AA-201) will be required from the successful bidder. Each bid shall be accompanied by a certified check, cashier's check, or bid bond equal to ten percent (10%) of the total bid, not to exceed $20,000, along with a Statement of Ownership Disclosure pursuant to N.J.S.A. 52:25-24.2. The successful bidder will be required to furnish Performance and Payment Bonds each in the amount of one hundred percent (100%) of the contract award and submit a completed Consent of Surety.
