NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY, INC. REQUEST FOR PROPOSALS FY 2027 Air Quality Conformity Determination and Regional Emissions Modeling The North Jersey Transportation Planning Authority, Inc. (NJTPA), the Metropolitan Planning Organization for the 13 counties in northern New Jersey, is announcing a Request for Proposals for consultant assistance to perform an air quality conformity analysis on the FY 2028 Transportation Improvement Program (TIP) and Connecting Communities, the current Long Range Transportation Plan (LRTP). The central purpose of this contract will be to: estimate the emissions of mobile source criterion-pollutants in the NJTPA's non-attainment areas from the regional transportation network using the U.S. Environmental Protection Agency's (EPA) Motor Vehicle Emission Simulator (MOVES) model. The NJTPA invites all qualified firms with experience in this area to submit proposals for this project.
