NOTICE OF PLANNING BOARD PUBLIC HEARING
ADOPTION OF THE TOWNSHIPS
AMENDED FOURTH ROUND HOUSING ELEMENT AND FAIR SHARE PLAN
 
NOTICE is hereby given pursuant to N.J.S.A. 40:55D-13 of the Municipal Land Use Law (the “MLUL”) that the Freehold Township Planning Board will conduct a public hearing on Thursday March 5, 2025 at 7:00 P.M. at Freehold Township Municipal Building located at One Municipal Plaza, Freehold N.J. 07728 to hear public comment on the Township of Freehold's Amended Housing Plan Element and Fair Share Plan which will amend the Township's Master Plan. After public comment, the Planning Board shall consider adoption of the Amended Fourth Round Housing Element and Fair Share Plan by way of resolution.
 
The proposed Fourth Round Amended Housing Element and Fair Share Plan was prepared in accordance with N.J.S.A. 40:55D-28(b)(3) of the MLUL and the mandatory requirements of a Housing Element under the recently amended New Jersey Fair Housing Act (P.L. 2024, c.2), relevant regulations of the New Jersey Council on Affordable Housing (“COAH”), and the Administrative Office of the Courts Directive #14-24. The Amended Fourth Round Housing Element and Fair Share Plan is required due to the Township's participation in the Affordable Housing Dispute Resolution Program, its settlement with Fair Share Housing Center, and the recommendations of the Program Judge, which culminated in an entry of an Order from the Vicinage Mount Laurel Judge. The Amended Fourth Round Housing Element and Fair Share Plan also delineates the actions taken, and to be taken, by the Township to create a “realistic opportunity” to satisfy its “fair share” of the regional need for affordable housing.
 
A copy of the Amended Fourth Round Housing Plan and Fair Share Plan, and any other relevant documents, are available for public inspection Monday through Friday (except regularly and locally observed holidays) during regular business hours, 8:30 a.m. to 4:30 p.m. at Freehold Township Municipal Building, One Municipal Plaza, Freehold N.J. 07728 no less than ten (10) days prior to the public hearing. Copies are also available at the Monmouth County Planning Board Office, Annex Building, 1 East Main Street, Freehold, New Jersey during regular business hours. Any interested person may appear in person at the above-stated time and address. The Board shall also rule on such other matters as may be presented on the agenda.
