CITY OF NEWARK CENTRAL PLANNING BOARD PUBLIC NOTICE OF APPROVAL OF PRELIMINARY AND FINAL MAJOR SITE PLAN, CONDITIONAL USE, WITH "C" VARIANCES PROPERTY: 165-169 Clinton Avenue 801-863 Dr. Martin Luther King Jr. Boulevard Block 2588, Lots 14 and 20 APPLICANT: 169 Clinton Development Urban Renewal LLC APPLICATION NO.: CPB 26-18 PROJECT: In the C-2 Community Commercial and Residential Zone, the Applicant proposes to renovate and reconfigure the existing hotel into a homeless shelter with 34 suites, inclusive of 144 beds, and an affordable multifamily residential building with 69 units. 13 of the units will be dedicated to transitional housing. Applicant also proposes to demolish the existing associated parking lot and convert it into an outdoor amenity space and demolish the attached warehouse at the rear of the building and convert it into a courtyard. APPROVALS: Notice is hereby given that the City of Newark Central Planning Board at a Virtual Public Hearing held on March 9, 2026, voted to grant (1) Preliminary and Final Major Site Plan; (2) Conditional Use; and (3) the following "c" bulk variances: (a) excessive building height; (b) excessive impervious lot coverage; (c) excessive side yard setback (x2); (d) minimum transparency (x4); (e) excessive illumination at property line; (f) excessive illumination level at pedestrian walkway; and (g) relief from inclusionary zoning ordinance affordable housing number of bedrooms and unit mix requirement. The Resolution was adopted and memorialized on March 23, 2026.
