Sealed bids for the furnishing of all labor and material necessary for Contract No. 1 – County Route 15 (Pre-Emption Road) Drainage Improvement Project will be received by the Yates County Highway Department until 2:00 PM local time, April 23, 2026. The bids will be publicly opened and read aloud at the Yates County Highway Department, 939 Route 14A, Penn Yan, NY 14527. Bids will be received for the following Contract: Contract No. 1 – County Route 15 (Pre-Emption Road) Drainage Improvement Project The project will replace and reline storm drainage along Pre-Emption Road as well as replace the sidewalk crossing of Pre-Emption Road over the Unnamed Tributary to Kashong Creek. The existing sidewalk bridge will be removed and the sidewalk reconstructed adjacent to the roadway over the existing culvert. Contract Documents, including Advertisement For Bids, Information For Bidders, Labor and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions, General Requirements, Specifications, Contract Drawings and any Addenda, may be examined at no expense at the following locations: Barton & Loguidice, D.P.C. 443 Electronics Parkway Liverpool, New York 13088 Download instructions for the Contract Documents may be obtained from Barton & Loguidice, D.P.C., by providing contact information to jbudosh@bartonandloguidice.com Each bid must be accompanied by security in an amount not less than five percentum (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the County prior to incorporation into the work of the Contract. The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. Bids will not be accepted from Bidder’s determined to be a “Non-Responsible Entity” by the New York State Office of General Services. This Project is a “Covered Project” under New York State Labor Law 220-I and the Bidder must hold a valid Certificate of Registration from the New York State Department of Labor to submit a Bid and at all times for the duration of the Work. Bids will not be accepted from Bidders that have not registered or that have been barred from competing on public works under General Municipal Law 5A-103-b.
