LEGAL NOTICE PUBLIC HEARING PLANNING COMMISSION of the CITY OF BINGHAMTON NOTICE IS HEREBY GIVEN that the City of Binghamton Planning Commission will hold a public hearing on 3/3/2026 in the City Council Chambers, City Hall, Binghamton, New York, at 5:15 p.m. At that time, parties of interest and citizens shall have an opportunity to be heard in reference to an application by Owen Blye, pursuant to Section 410-39 of the City of Binghamton Zoning Ordinance, for Site plan review and special use permit to add 5 dwelling units to the ground floor and basement of an existing building, resulting in 15 total units at 226 Court St, Binghamton, New York. The property is located in the C-1 Service Commercial District. The proposal is a Type II Action per the New York Environmental Quality Review act, and, as such, no environmental review will be required. This application is available for inspection by appointment at the office of the Planning Department, City Hall, Binghamton, New York, 13901-3776. Planning Department staff may be reached at (607) 772-7028 to answer any questions regarding the application. Persons wishing to offer testimony at such hearing may do so in person, by attorney, or other representative. If you are unable to attend in person or by representative, you may address in writing any concerns you have about the proposed project, either positive or negative, to the Chairperson of the Planning Commission at the aforementioned address or by email at planning@cityofbinghamton.gov.
