TOWN OF GRANBY BID NOTICE ADVERTISEMENT FOR BID NOTICE TO CONTRACTORS FOR THE TOWN OF GRANBY COMMUNITY CENTER 2026 RECREATIONAL IMPROVEMENTS 820 COUNTY ROUTE 8, FULTON, NY 13069 OSWEGO COUNTY, NEW YORK EPF PROJECT NO. 238412 Sealed bids for the Town of Granby Community Center 2026 Recreational Center Project (the Project) will be received by the Town Clerk at the Town Offices located at 1909 State Route 3, Fulton, NY 13069 until 12:00 P.M., Local Time, April 28, 2026, and then at said office, at said time, publicly opened and read aloud. The Town of Granby Community Center 2026 Recreational Improvements Project will provide recreational improvements at the Town of Granby Community Center, Oswego County, New York. Base Bid improvements include 1,950 l.f. of 5-foot-wide asphalt walking trail, 36’ x 36’ pavilion, 360 l.f of 5-foot-wide concrete sidewalk, 600 s.f. of stamped concrete, playground area preparation, equipment and protective rubber mulch, excavated pond, sledding hill, parking area improvements and landscape plantings. Add Alternate Bid improvements include amphitheater, horseshoe pits, cornhole courts, barbeque pits, recreational turf multi-use area, bentonite pond lining, benches, bicycle rack and picnic tables. A Pre-Bid Conference/Site Visit will be held on April 10, 2026 at 10:00 am at 820 County Route 8, Fulton, NY 13069. This project is funded in part by a grant from the NYS Office of Parks, Recreation and Historic Preservation through Title 9 of the Environmental Protection Act of 1993. All bidders are subject to the terms of the State of New York Contract for Grants -- Standard Terms and Conditions, which can be found online at https://grantsmanagement.ny.gov/state-agency-resources . All bidders are subject to the terms of the State of New York Contract for Grants Appendix A (Standard Clauses For New York State Contracts), Attachment A-1 (Agency Specific Terms and Conditions) and Attachment A-2 (Program Specific Terms and Conditions) (copies enclosed). A Digital copy of the Certificate of Registration and Registration Number from the Contractor Registry portal must be included in the Bid Package. The Issuing Office for the Bidding Documents is Avalon Document Services, 901 North State Street, Syracuse, New York 13208. Prospective Bidders may examine the Bidding Documents online and may also obtain copies of the Bidding Documents from the online planroom: www.avalonsyr-planroom.com The Bidding Documents may be obtained only from Avalon Document Services, 901 North State Street, Syracuse, New York 13208, phone number 315-471-333, upon payment of a non-refundable fee made payable to Avalon Document Services. Payment via credit card and charging to an Avalon Account will also be allowed for this bid. Bidding Documents may be picked up at Avalon Document Services, anytime Monday through Friday, when you place an order a pick-up time will be given to you (sets are not preprinted, an order must first be placed) or be delivered via UPS or FedEx upon request to Avalon Document Services. Plans may be shipped to the bidder upon receipt of an additional non-refundable freight charge of $100.00 payable to Avalon Document Services by separate check or credit card payment. Bidder has the option to provide Avalon Document Services with Bidders UPS or FedEx shipping account number to expedite the delivery of the documents. Each plan holder of record will be notified by an e-mail regarding each addenda issued for the project. Emails will be from Avalon Document Services “ReproConnect.” It is the responsibility of each prospective bidder to submit an accurate e-mail address when requesting Bidding Documents. It is the responsibility of each bidder to check the Public Planroom on the www.avalonsyr-planroom.com website to ensure that all addenda have been received and to download each addendum. Large addenda and addenda containing full sized drawings will be sent in hard copy format via U.S. Mail or a nationally recognized overnight carrier. Any questions regarding this Project shall be directed to the Engineer in writing. Responses shall be issued in the form of an addendum to this bid. The Owner is exempt from payment of sales and compensating use taxes of the State of New York and of cities and countries on all materials, equipment and supplies sold to the Owner pursuant to this Contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment and supplies to be sold to the Owner pursuant to this Contract, including tangible personal property to be incorporated in any structure, building or other real property forming part of the Project. These taxes are not to be included in the Bid. Each Bid must be accompanied by cash, certified check, cashier’s check or bid bond in an amount not less than five percent (5%) of the amount of the Bid in the form and subject to the conditions provided in the Information for Bidders. The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
