INVITATION TO BID
ITB 26-102-PWThe Eugene Water & Electric Board (EWEB) requests bids for removing the existing substation perimeter fence and installing a new 8' non-conductive perimeter fence along with associated fence curbs at the Adams Substation at 249 Adams Street, Eugene, OR 97402.
Bidders shall meet Minimum Qualifications for Contractor and specialty sub-contractors, as defined in the bid packages. In summary, these Minimum Qualifications include:
· Contractor:
o The Contractor must have been in business for industrial fence construction for at least the last 5 years.
o Contractor must have a local office in the state of Oregon or Washington.
o Contractor's experience must include at least three (3) or more substation fence projects.
Bidders shall comply with all BOLI and CCB requirements, as outlined in www.oregon.gov/BOLI and http://www.oregon.gov/ccb/Pages/index.aspx.

Bid Submission Deadline: Bids shall be submitted on the State of Oregon - OregonBuys website (https://oregonbuys.gov/bso/), before 2:00 PM Pacific Standard Time, on June 11, 2026. Bids will be opened immediately thereafter and recorded. Emailed bids will not be accepted.
First-tier Sub-contractor Disclosure Form (Section 00430) shall be submitted either with Bid submission via OregonBuys, or via email to the Purchasing Contact listed above by 4:00 PM PST, on June 11, 2026.
Bids and required Sub-contractor Disclosure Form received after their respective deadlines will NOT be considered.
A voluntary pre-bid meeting will be held at 3:00p.m., on Thursday, May 28, at EWEB's Adams Substation, 249 Adams Street, Eugene, Oregon 97402. Bidders are strongly encouraged to attend, but bids will be accepted from Bidders who do not attend. Hardhat and boots are required for attendees.
By submission of a bid, the Bidder agrees to comply with the provisions of 279C.800 through 279C.870 relating to the latest version of State of Oregon's BOLI Prevailing Wage Rates.
EWEB may cancel the Invitation to Bid or reject any or all bids pursuant to EWEB Rule 5-0440.
