GRANT SERVICES PUBLIC NOTICEProposals will be received by the City of Beaumont, Beaumont, Texas, until 2:00 P.M. (CT), THURSDAY, MAY 14, 2026, and all proposals will be opened and publicly read in the City CouncilChambers on that date for:REQUEST FOR PROPOSALS (RFP) FORWATER SUPPLY AND INFRASTRUCTURE GRANT ADMINISTRATION SERVICESThe City of Beaumont is soliciting service providers for the Water Supply and Infrastructure (WSI) Grant from the Texas Water Development Board (TWDB). Accordingly, the City is soliciting proposals from qualified service providers for pre-award and post-award management services of a WSI grant, if awarded.This contract is subject to the TWDB and the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes and offers procurement opportunitiesto all businesses during solicitations. EPA rules require that applicants and prime contractors/consultantsmake a good faith effort to award a fair share of contracts, subcontracts, and procurements in anondiscriminatory manner through demonstration of the six affirmative steps for Construction, Supplies,Equipment, and Services.This contract is dependent upon release of funds from the TWDB. Any contract or contracts awarded under this RFP/RFQ are expected to be funded by a grant from the TWDB. Neither the State ofTexas nor any of its departments, agencies, or employees are or will be a party to this RFP/RFQ or anyresulting contract.The City reserves the right to negotiate with any and all proposers, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit proposals.The City of Beaumont is an affirmative action/equal opportunity employer.
