Request for Proposals – Childcare and Early Learning Provider

The Spokane Housing Authority (SHA) is seeking proposals from experienced, high-quality childcare and early learning providers to support the development and operation of a new childcare/early-learning facility co-located with SHA's Orchard Vista affordable housing project. SHA will select one organization to provide design support during the architectural and engineering phase of the facility and then contract with the same provider to lease and operate the facility upon completion of construction.

Orchard Vista is a 240-unit affordable housing complex located in the City of Spokane Valley off Appleway (near Spokane Valley City Hall The facility will be approximately 4,500 square feet and located on an approximately ¼-acre site at SHA's Orchard Vista property, 9910 E Appleway, Spokane Valley. Interested parties will find complete RFP Guidelines available before 12:00 pm on 5/11/26 on SHA's website at www.spokanehousing.org. Once at the website, navigate to the “Do Business with Us” tab and locate “Purchasing, Solicitations, and Contracting.” Proposals are due no later than 5 pm PST Friday, June 30, 2026.
