WHATCOM COUNTY COUNCIL ACTION TAKEN
The Whatcom County Council adopted the following at its May 12, 2026, meeting: RESOLUTION (2026-015) DECLARING WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT PERSONAL PROPERTY, A SINGLE-FAMILY HOUSE, AS SURPLUS AND APPROVING SALE (COUNCIL ACTING AS THE FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2026-282): This resolution declares surplus and approves sale of Whatcom County Flood Control Zone District (FCZD) personal property, a single-family house located at 2096 Valley Highway, Acme, Washington (Whatcom County tax parcel number 370508 043518 0000) via sealed bid. The house will be required to be relocated off the FCZD real property to a property that is located outside of frequently flooded and geohazard areas as defined by Whatcom County Critical Areas Ordinance. A minimum bid of $500 is recommended due to the complexity and high cost of the house move. Resolution introduced April 14, 2026. RESOLUTION (2026-016) DECLARING WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT PERSONAL PROPERTY AS SURPLUS AND APPROVING SALE (COUNCIL ACTING AS THE FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2026-284): This resolution declares surplus and approves sale of Whatcom County Flood Control Zone District (FCZD) personal property, a single-family house and four barn/storage buildings located at 8134 Northwood Road, Everson, Washington (Whatcom County tax parcel number 400322 286030 0000) via sealed bid. The house will be required to be relocated off the FCZD real property to a property that is located outside of frequently flooded and geohazard areas as defined by Whatcom County Critical Areas Ordinance. A minimum bid of $500 is recommended due to the complexity and high cost of the house move. Resolution introduced April 14, 2026. RESOLUTION (2026-017) DECLARING WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT PERSONAL PROPERTY AS SURPLUS AND APPROVING SALE (COUNCIL ACTING AS THE FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2026-286): This resolution declares surplus and approves sale of Whatcom County Flood Control Zone District (FCZD) personal property, a single-family house located at 4773 Deming Road, Deming, Washington (Whatcom County tax parcel number 390436 385271 0000) via sealed bid. The house will be required to be relocated off the FCZD real property to a property that is located outside of frequently flooded and geohazard areas as defined by Whatcom County Critical Area Ordinance. A minimum bid of $500 is recommended due to the complexity and high cost of the house move. Resolution introduced April 14, 2026. ORDINANCE (2026-024) ESTABLISHING A FERRY DISTRICT TO FUND AND MANAGE THE LUMMI ISLAND FERRY SYSTEM (AB2026-339): This ordinance establishes a countywide ferry taxing district as allowed by Chapter 36.54 RCW titled Whatcom County Ferry District that shall include the entire corporate boundary of Whatcom County. WHATCOM COUNTY COUNCIL ACTION PROPOSED (INTRODUCED)
The Whatcom County Council will consider adopting and may amend the following at its 6 p.m. meeting on May 26, 2026, or at a later date: ORDINANCE INCREASING THE PETTY CASH REVOLVING FUND FOR THE PARKS & RECREATION DEPARTMENT, IN THE AMOUNT OF $500 (AB2026-333): This ordinance increases the Whatcom County Parks and Recreation Department's Petty Cash Revolving Fund by $500 for a new total of $4,500. ORDINANCE AMENDING THE PROJECT BUDGET FOR THE AUSTIN COURT STORMWATER IMPROVEMENT PROJECT FUND, REQUEST NO. 1 (AB2026-351): This ordinance amends Ordinance 2024-025 to add $640,000 of expenditure authority to the Austin Court Stormwater Improvement Project Fund for costs associated with contracted professional services, county survey, permit assistance, permit fees, county staff time for project management, inspection and support, and construction-related expenses for a revised total budget of $927,375. ORDINANCE AMENDING THE PROJECT BUDGET FOR THE NORTH COMMERCIAL STREET ACQUISITION, REQUEST NO. 1 (AB2026-353): This ordinance amends Ordinance 2024-044 to add $95,000 in expenditure authority to the North Commercial Street Acquisition Project Budget for expenditures needed to complete water intrusion repairs to the siding of the building for a new total budget of $1,723,000. ORDINANCE AMENDING THE PROJECT BUDGET FOR THE NEW PUBLIC HEALTH, SAFETY, AND JUSTICE FACILITY, REQUEST NO. 11 (AB2026-355): This ordinance amends Ordinance 2013-003 to add $2,200,000 of expenditure authority to the New Public Health, Safety, and Justice Facility Project Budget to fund land use and permitting costs for a total budget of $23,358,524. ORDINANCE AMENDING THE 2026 WHATCOM COUNTY BUDGET, REQUEST NO. 8, IN THE AMOUNT OF $8,914,924 (AB2026-369): This ordinance amends the 2026 Whatcom County Budget as follows: From the General Fund: appropriate $11,812 in Sheriff to fund equipment purchases using grant funds; appropriate $16,500 in District Court to fund mediation services using surcharge revenue; appropriate $50,000 in County Clerk to fund digital evidence software and computer workstations using grant funds; appropriate $121,000 in Superior Court to fund water adjudication support using grant funds; appropriate $53,302 in Non-Departmental to fund companion to supplemental 5440, generator maintenance. From the Community Priorities Fund: appropriate $40,381 in Health to fund food insecurity contracts. From the Jail Fund: appropriate $21,483 in Jail to fund companion to supplemental 5440, generator maintenance. From the Behavioral Health Program Fund: appropriate $86,448 in Health to fund LEAD program evaluation using grant funds; appropriate $1,300,000 in Health to fund Whatcom County youth mental health services. RESOLUTION AMENDING THE 2026 FLOOD CONTROL ZONE DISTRICT AND SUBZONES BUDGET, REQUEST NO. 3, IN THE AMOUNT OF $34,964 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2026-373): This ordinance amends the 2026 Flood Control Zone District and Subzones Budget to fund acquisition of properties in flood prone areas and receive additional Department of Ecology support for education/outreach regarding eelgrass preservation at Wildcat Cove at Larrabee State Park. ORDINANCE AMENDING THE PROJECT BASED BUDGET FOR THE LUMMI NATION FERRY LEASE FUND-3901, REQUEST NO. 1 (AB2026-374): This ordinance amends Ordinance 2011-049 to add $2,871,903 of expenditure authority to fund the third installment of a lease payment to the Lummi Nation for the usage of Gooseberry Point ferry dock for an amended project budget total of $6,871,903. ORDINANCE AMENDING THE PROJECT BUDGET FOR THE CENTRAL SHOP NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) STORMWATER IMPROVEMENTS PROJECT FUND, REQUEST NO 2 (AB2026-379): This ordinance amends Ordinance 2023-043 to add $399,500 of expenditure authority for costs associated with contracted professional engineering services, county survey and permit assistance, permit fees and county staff time for project management for an amended total budget of $3,219,000.
