The Pool will be utilized to solicit specific proposals for individual and bundled reflective window film projects, to be procured through negotiated contracts ("Project"). The Oakland Unified School District elected to become subject to the California Uniform Public Construction Cost Accounting Act ("CUPCCAA"). Therefore, projects $75,000 or less may be performed by negotiated contract or by purchase order (PCC �22032(a)). Pursuant to Public Contract Code �22034, CUPCCAA requires agencies to maintain a list of qualified contractors for the purposes informal bidding. In addition to the CUPCCAA contractors list, the District maintains a separate, contractor pre-qualification program. Pre-qualification applications must be submitted to the District at least ten (10) business days prior to the scheduled bid opening. If you have already prequalified with the District within the past year, you do not need to re-qualify for this Project. In addition, if applicable, while MEP subcontractor prequalification does not need to occur prior to submitting a proposal, the contractor will need to have them prequalified prior to finalizing a price for any phase of work where the subcontractor will be used. Proposers must submit prequalification applications not later than ten (10) working days prior to the RFQ and/or RFP response deadline. However, proposers are encouraged to submit prequalification packets as soon as possible, as a submission ten (10) working days prior to such deadline will not guarantee timely prequalification. DIR shall administer and enforce minimum requirements for contractors bidding and working on public works projects for compliance with prevailing wages, maintaining workers' compensation coverages, holding applicable licenses, verifying no delinquent unpaid or penalty assessments to any employee or enforcement agency, and confirming no federal or state debarments. On April 28, 2021, the Board of Education amended the Local Business Policy which had named the City of Oakland as the singular agency to certify local businesses to include five additional local business certifications.
