Request for Proposal The Port of Oakland (the "Port") is seeking qualified firms to provide As-Needed Temporary Staffing Services, (RFP No. 25-26/29) for the Port of Oakland, to be delivered online via Liquid Files to the Purchasing Department, (Attention: Nickulaus Sioson, nsioson@portoakland.com). Proposals will be accepted until 11:00 a.m. on June 11, 2026. The Port intends to establish a contract with one or more firms for as-needed temporary services for a term of approximately five (5) years. For each service request during this period, the Port may select participating staffing agency with a contract. The number and roles of firms selected for any given service requirement will be determined at the sole discretion of the Port. The Agency shall serve as the employer of record for all temporary personnel and shall be solely responsible for wages, payroll taxes, workers' compensation insurance, unemployment insurance, and any legally required benefits. The Agency employees are not considered employees of the Port for any reason. The Agency must clearly indicate the category or categories they can provide for temporary staffing services. The temporary staffing services agency may select a single category or all categories from the following options: 1. Administrative and Clerical Support 2. Finance, Accounting, and Professional Staff 3. Skilled Trades and Maintenance Personnel The successful Agency shall maintain a sufficient pool of pre-qualified candidates to meet the Port's staffing demands and shall demonstrate the ability to respond rapidly to requests, including urgent or unanticipated needs.
