Request for Proposal The Port of Oakland is seeking qualified providers for the Zero Emission Drayage Trucks and Services for Truck Loaner Program, (RFP No. 25-26/31) for the Port of Oakland, to be delivered online via Liquid Files to the Purchasing Department, (Attention: Nickulaus Sioson, nsioson@portoakland.com). A Non-Mandatory Pre-Proposal Meeting will be held on: May 20, 2026, at 11:00 a.m. (Pacific Time) Zoom Meeting: https://portoakland.zoom.us Meeting ID: 920 0960 3361 Passcode: 226057 (Attendance is recommended) The Port of Oakland ("Port") is soliciting proposals from interested original equipment manufacturers ("OEMs") and dealers to advance and support zero-emission ("ZE") heavy-duty drayage trucks ("vehicles" or "ZE Trucks") for use in the in the Port's Truck Loaner Program ("Loaner Program" or "Program"). The Port will procure and hold title for up to ten (10) ZE Trucks and services as described in this RFP from successful Respondent(s) ("Provider(s)") for use in the Program. Providers will be expected to provide a domicile location(s) for the ZE trucks (defined as a location where the trucks will be located between leases) and be responsible for maintenance of the ZE Trucks throughout the two (2)-year Program duration. The purpose of the Truck Loaner Program is to provide fleets (including independent owner-operators), who visit the area under the jurisdiction of the Port of Oakland, commonly referred to as the Seaport Area ("Seaport Area") and operate in disadvantaged communities that serve the Seaport, the opportunity to participate in a short-term trial of ZE Trucks at low cost.
