REQUEST TO PREQUALIFY AND FOR STATEMENT OF QUALIFICATIONSDESIGN BUILD RFQ/P #25-25/26
FOR EMPLOYEE HOUSING PROJECT
The Pasadena Unified School District (“ District ”) issues this Request for Qualifications and Proposals (“ RFQ/P ") to invite the submission of Responses, from qualified design-build entities (“ DBEs ” or Firm(s) ”) to perform design-build services as authorized by Education Code section 17250.60, et seq., for the design-build services required for the construction Employee Housing Project (“Project”). All prospective design-build entities that seek to contract with the District to perform the Project must respond to this RFQ/P. The Project construction cost is estimated to be between $82M and $85M.
Community Workforce Agreement . All prospective design-build entities will be required to comply with all the requirements in the Community Workforce Agreement (“CWA”) between the District and the Los Angeles/Orange Counties Building and Construction Trades Council. D esign-build entities shall ensure that it and its Subcontractors comply with all of the provisions of the CWA.
BACKGROUNDThe Site is 5.30 acres and is relatively flat and was previously operated as Theodore Roosevelt Elementary School. The school was closed in September 2019. The Site contains five buildings.
The Site shall be considered “As-Is”. It is the sole responsibility of the selected Firm to investigate and determine conditions and suitability of the Project Site for the Project. The information presented in this RFQ/P and in any report or other information provided by the District is provided solely for the convenience of potentially interested parties. The District makes no representations, assurances or warranties pertaining to the accuracy of the information provided in this RFQ/P. Any cost associated with pre-construction planning, Site preparation, infrastructure improvements or other construction activities shall be the responsibility of the selected Firm and incorporated into the Project, unless otherwise agreed to in advance by the District.
PROJECT DESCRIPTIONThe employee workforce housing development will be comprised of two-story or three-story buildings with a total of 110 rental units to be made available to District staff. The Project will include a mix of one, two, three, and four bedroom units, totaling approximately 125,000 square feet of gross residential building area, and approximately 170,000 square feet of total gross building area including standalone garages and an amenity building. The District has completed the schematic design (entitlement plan set) for the project, which is included within the issued RFQ/P.
A MANDATORY PRE-RESPONSE MEETING for all prime contractors will be held virtually on May 22, 2026 starting at 9:30 AM via the following Webex meeting link. Failure to attend or tardiness will render the Contractor ineligible to submit a Response.

Contractors that intend to submit a Response to the RFQ/P must: (1) prequalify with the District by submitting the District’s Prequalification Questionnaire through QualityBidders located at the following link: www.qualitybidders.com on or before May 29, 2026 ; hold (2) a Class B Contractors License that is current, valid, and in good standing with the California Contractor's State License Board, and (3) meet the minimum project requirements noted within the RFQ/P. Contractors that have prequalified within a year of the deadline for the submittal of Proposals set forth in the schedule in the RFQ/P do not need to submit the Prequalification Questionnaire.

Electronic Responses must be received no later than 11:45 p.m. on June 12, 2026 via the projects SecureBids website.
The successful design-build entity shall be required to furnish a 100% Performance Bond and a 100% Payment Bond for the construction portion of the Project. The successful design-build entity and its subcontractors shall pay all workers on the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations (DIR), State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 et seq. of the California Labor Code. Prevailing wage rates are available from the District or on the Internet at: http://www.dir.ca.gov . The successful design-build entity shall comply with the registration and qualification requirements pursuant to sections 1725.5 and 1771.1 of the California Labor Code
If the District issues addenda to this RFQ/P, prospective design-build entities are solely responsible for and must acknowledge receipt of addenda in the design-build entity’s response.
