Notice Inviting Bids For: Landscape Maintenance Services: Right-of-Ways The City of South San Francisco Project ID: PR-LMROW-0726 The City of South San Francisco ("City") is soliciting proposals from qualified Firms/Contractors ("Contractor") to provide specialized landscaping maintenance services throughout the City. The requested services contemplated under this Request for Proposals ("RFP") consist of providing landscaping services, including but not limited to providing qualified horticultural supervision, furnishing all labor, materials, equipment and transportation required to properly maintain and enhance the City's specified landscaped properties in an attractive condition, and providing other work as detailed in the Scope of Work BACKGROUND The City contracts out for certain specialized landscape maintenance services throughout the City. These specialized contracted services are necessary to keep up with the extensive and varied landscape maintenance responsibilities of the City in order to maintain safety and aesthetic objectives. Over the years, the City's landscaping maintenance requirements have changed and the City is seeking proposals for specialized landscaping services for specified locations and service levels. OBJECTIVES The City's objectives for this Project include the following: The ideal Contractor would provide high-quality landscape maintenance services for certain areas within the City. These areas include, but are not limited to, medians, roadway shoulders, green spaces, park-like spaces, and easements for which the City desires the Contractor to provide services. The ideal Contractor would also work in collaboration with the City to identify areas where reduction of maintenance, energy and water can result in an overall cost savings for the City. The ideal Contractor would work in collaboration with the City to implement these identified strategies within the Service Areas. Implementation of such strategies which fall outside of the identified Scope of Work would be negotiated as Additional Services to the Contract. General Scope of Work: The work to be done includes furnishing all labor, material and tools necessary to maintain all ornamental planting, including, but not limited to lawns, groundcovers and shrubs (trees are excluded); safety zones, drainage facilities, weed control on medians and median hardscapes, poles, posts, wire, irrigation sprinkler heads, lateral lines up to the valves (not including valves or water mains downstream of the water meter), public walkways, , all of which exists in the fore-mentioned landscape facilities, including the cost of necessary repairs, replacements, care, supervision, and any and all other items necessary for the proper maintenance and operation thereof. The work does not include repairs and maintenance of lighting systems, gates, benches, railings, homeowner fences (except clearing plant material from fences), walls, sidewalks and curb and gutter (except weed control). All work shall, at all times, comply with the applicable laws and requirements of all State, Federal, local government, as well as any applicable rules and regulations of governing utility districts and agencies. The Contractor shall comply with all insurance requirements of the City of South San Francisco, included in the Landscaping Services Agreement. Detailed Scope of Work Project Scope of Work: Provide landscape maintenance services for various medians, islands, and right-of-way areas within the City, according to the Service Areas and Litter Pickup Frequency Schedule (Attachment A) and the Standard of Services (Attachment B). The period for this Project shall be for a twenty-four (24) month period starting July 1, 2026, and terminating June 30, 2028, ("Initial Term"). At the end of the Initial Term, and if agreed to by all parties, the City may extend the end date of this Agreement an additional three (3) times for an additional one (1) year period each. Examination of Standard of Services, Service Areas, and Site Work: The Proposer shall examine carefully the site of the work contemplated and the proposal, specifications and contract form therefore. It will be assumed that the Proposer has investigated and is satisfied as to the conditions to be encountered as to the character, quality and quantities of work to be performed and materials to be furnished, and as to the requirements of these specifications. The Proposer shall accept the site as he/she finds it, and if awarded the contract, proceed with the work stated under the contract and identified in this RFP.
