NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the PLANNING COMMISSION of the City of Richmond will conduct a Public Hearing on Thursday, March 5, 2026, at 6:30 p.m. to consider the following APPLICATION(S): NOTE: "If you challenge the nature of the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing." PUBLIC HEARING to consider a proposed planned area plan; Major Design Review; density bonus for waivers; and vesting tentative map for 76 small lot Single-family homes, subject to Richmond Municipal Code Sections 15.04.810, 15.04.805, 15.04.803, and 15.04.703 at 1135 Canal Blvd. (APN: 560-330-043) OS/PA-Open Space/Planned Area, Richmond Cove 1, LLC owner, Todd Floyd applicant PUBLIC HEARING The applicant is requesting approval of a design review permit; tentative parcel map to create two parcels, with one 94,110 square foot parcel to be a one-lot subdivision for the purpose of 46 condominium-style townhomes, and the other 11,223 square foot parcel with an existing concrete drainage channel to remain undeveloped; density bonus incentives including one concession and ten waivers pursuant to State Density Bonus law (Government Code Section 65915); and a zoning waiver for the channelized creek setback.
