CITY OF RICHMOND NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Tuesday, March 17, 2026, at the hour of 6:00 p.m., or as soon as thereafter as the matter may be heard, the Richmond City Council will conduct a public hearing in person at 440 Civic Center Plaza, and via Zoom video conference to consider the following item: INTRODUCE an ordinance rezoning to add a -L, Landmark Overlay District to the RL1 base zoning district to the John Haley Studio/House at 771 Ocean Avenue, Richmond, 94801 for the purpose of listing the property on the Richmond Historic Register. The proposed project is Categorically Exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15308 Actions By Regulatory Agencies for the Protection of the Environment (Class 8) consisting of actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment.
