CITY OF RICHMOND NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Tuesday, February 24, 2026, at the hour of 6:00 p.m., or as soon as thereafter as the matter may be heard, the Richmond City Council will conduct a public hearing in person at 440 Civic Center Plaza, and via Zoom video conference to consider the following item: INTRODUCE (first reading) an Ordinance deleting Richmond Municipal Code Chapter 7.107 and repealing and replacing Chapter 7.106 Tobacco Retailer License to comply with updates to State law relating to the sale of flavored tobacco products, establish a cap on the number of licenses that can be issued at any one time to protect against overconcentration, and to add operational prerequisites and enhanced regulations for enforcement of violations (including retailing without a tobacco retail license, sales to minors, and sales of illegal and hazardous substances), which shall aim to protect vulnerable demographics, streamline compliance standards, and enhance available enforcement tools. The ordinance will not cause a direct physical change in the environment, nor a reasonably foreseeable indirect physical change in the environment. This action, therefore, does not constitute the approval of a project under the California Environmental Quality Act ("CEQA"), and it is exempt from CEQA. (Pub. Res.
