CITY OF HANFORDNOTICE OF PUBLIC HEARING
Notice is hereby given, that the City Council of the City of Hanford will hold a Public Hearing on March 3, 2026, at 7:00 p.m. (or as soon thereafter as practical), in the regular meeting place of the City Council being the City Council Chambers, located at 400 N. Douty Street, Hanford, California, to consider the establishment of the City of Hanford Community Facilities District No. 2026-3 (Public Maintenance Services).
Pursuant to Resolution No. 2026-03-R (the “Resolution of Intention”) of the City Council of the City of Hanford, the City Council declared its intention to establish Community Facilities District No. 2026-3 (Public Maintenance Services) (the “CFD”) and to authorize an ordinance to levy a special tax (the “Special Tax”) therein to finance certain services (the “Services”) pursuant to the terms and provisions of the Mello-Roos Community Facilities Act of 1982, as amended, commencing at Section 53311 of the California Government Code (the “Act”).
The Resolution of Intention set March 3, 2026, at 7:00 p.m., or as soon thereafter as practical, as the date and time for a public hearing to consider the establishment of the CFD.
At the Public Hearing, the testimony of all interested persons or taxpayers for or against the establishment of the CFD, the extent of the CFD and the furnishing of the Services, will be heard. If a majority protest against the establishment of the CFD is filed, as determined in accordance with Section 53324 of the Act, no further proceedings to create the CFD or to authorize the Special Tax shall be taken for a period of one year from the date of the decision of the City Council. If the majority protests are only against the furnishing of a specified type or types of services within the CFD or portions of the Special Tax, those services or that portion of the Special Tax shall be eliminated.
If the City Council determines to establish the CFD and proposes to levy the Special Tax, the City Council will submit the levy of the Special Tax to the qualified electors of the CFD. The vote will be by the landowners of the CFD with each landowner having one vote for each acre or portion of an acre of land owned within the CFD. The election will be conducted by the City Clerk in conformance with the provisions of Section 53326 of the Act and pursuant to the provisions of the California Elections Code, insofar as they may be applicable. The election will be conducted as a mail ballot election. If the results of the election are available for tabulation an ordinance may be adopted to impose a special tax in accordance with the Act.
Reference is made to the Resolution of Intention on file in the office of the City Clerk for details about the extent of the CFD, the Services, the Special Tax, the protest proceeding and the proposed voting procedure. A copy of the Resolution of Intention and the associated staff report are on file and available for public inspection in the office of the City Clerk, located at 319 N.
