NOTICE OF PUBLIC HEARING
SHASTA COUNTY BOARD OF SUPERVISORS
NOTICE IS HEREBY GIVEN that a public hearing will be held in the Board of Supervisors Chambers, County Administration Center, 1450 Court Street, Suite 263, Redding, California, on Tuesday, March 24, 2026, at 9:00 am, or as soon thereafter as may be heard, for the Board of Supervisors of the County of Shasta, State of California, to consider the appeal of the Shasta County Planning Commission’s approval of Use Permit 24-0009.
This notice is being provided pursuant to applicable law. RPCA Solar 14, LLC has requested approval of Use Permit 24-0009 to construct, operate, and maintain an unmanned approximately 25-acre solar energy production facility that would generate up to 3 megawatts (MW) of alternating current (3.9 MW direct current) energy. The project will interconnect to Pacific Gas and Electric Company’s (PG&E) existing electrical distribution system located adjacent to the site. The project will utilize approximately 8,721 solar modules and 40 string inverters. The solar modules will be mounted to a steel racking system which will be anchored to the ground using driven steel piers. The overall height of the array will be no more than 15 feet above ground surface. The project site is located at the southeast corner of the intersection of Battle Creek Bottom Road and Wilson Hill Road approximately 5 miles south of the intersection of State Highway 44 and Wilson Hill Road, Manton, CA. On January 22, 2026, the Shasta County Planning Commission, by a 3-2 vote, approved Use Permit 24-0009. A subsequent and timely appeal of the Planning Commission’s decision to adopt a Mitigated Negative Declaration and approve Use Permit 24-0009 was filed by Marily Woodhouse with the Shasta County Clerk of the Board. The Board of Supervisors will consider whether to reverse or affirm the Planning Commission’s decision, in accordance with the Shasta County Environmental Review Procedures Section 1.50 and Shasta County Code Section 17.92.030.
