CITY OF BALDWIN PARK NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT REVIEW DRAFT 202627 ANNUAL ACTION PLAN FOR HUD FUNDS This combined notice commences a 30day public review period during which interested persons are encouraged to review and comment on the City of Baldwin Park's Draft 202627 Annual Action Plan and serves to notify all parties that the City Council will hold its regularly scheduled City Council Meeting on Wednesday, June 17, 2026, at 7:00 p.m. at the Baldwin Park City Council Chambers located at 14403 E. Pacific Avenue, Baldwin Park, CA 91706, after which the Council will adopt the FY 202627 Annual Action Plan. The 20252029 Consolidated Plan establishes the highpriority housing, community, and economic development needs of the City and provides a strategy for the types of projects that will receive CDBG and HOME funds during the fiveyear period to address specific goals related to the provision of decent housing, a suitable living environment and expanded economic opportunity for low and moderateincome residents. The proposed goals included in the 20252029 Consolidated Plan include: 1) Sustain and Strength Neighborhoods; 2) Preserve Existing and Create New Affordable Housing; 3) Support Efforts to Address Homelessness; 4) Support Agencies that Assist Special Needs Population; 5) Using CDBG public service funds, the City will allocate funds to special needs service providers.; 6) Preserve Community and Public Facilities; 7) Provide Needed Infrastructure Improvements; and 8) Planning for Housing and Community Development. Along with the Consolidated Plan, the U.S. Department of Housing and Urban Development (HUD) requires an Annual Action Plan outlining the City's use of federal grant funds over one year and establishes the programs and activities to be undertaken using CDBG and HOME funds during the 202627 program year beginning July 1, 2026, and ending June 30, 2027. The City will receive $839,142 in FY 202627 CDBG entitlement funds and $277,703.16 in HOME entitlement funds. The City certifies that at least 70 percent of all Fiscal 202627 CDBG funds will be used for activities that principally benefit persons of low and moderate income. Records are available regarding past use of CDBG and HOME funds. The City's adopted Citizen Participation Plan (CPP) establishes the City's policies and procedures for community participation in the development of strategies, planning, and implementation of federal grants including the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. Included in the CPP, is the City's policy to minimize the effect of displacement as a result of CDBG and HOMEfunded projects. To the greatest extent feasible, CDBG and HOME projects are developed in a manner whereby displacement is avoided completely or accomplished with minimal effect on persons. In the event displacement occurs, the assistance provided shall include but not be limited to relocation payments, assistance in locating replacement housing, and related advisory services. The City's AntiDisplacement and Relocation Plan is part of the City's Citizen Participation Plan and is available in the City's Community Development Department.
