PUBLIC NOTICE – CITY COUNCIL HEARING CITY OF BARSTOW NOTICE IS HEREBY GIVEN that the City of Barstow City Council will hold a public hearing to receive public comment and consider the proposed City of Barstow General Plan Update and Barstow International Gateway (BIG) Project. DATE: Tuesday, June 2, 2026 TIME: 5:00 P.M. PLACE: Barstow Community College, Performing Arts Center 2700 Barstow Road, Barstow, CA 92311 PROJECT DESCRIPTION: The public hearing will consider a comprehensive update to the City’s General Plan (planning horizon 2023–2048), adoption of the BIG Specific Plan, related zoning and prezoning, and applications for reorganization, including annexation of unincorporated lands into the City, Barstow Fire Protection District, and Odessa Water District, approval of a Development Agreement with BNSF for the BIG Project, approval of a Tentative Tract Map, and certification of an Environmental Impact Report (SCH No. 2024020501). The BIG Project includes a large scale intermodal rail facility, warehouse and logistics uses, a private solar utility, and related infrastructure. The Planning Commission recommended approval at its May 16, 2026 meeting. PROJECT LOCATION: The General Plan update applies citywide. The BIG Specific Plan area totals approximately 4,300 acres that is located west of Barstow, generally bounded by the Mojave River (north), Main Street/ Route 66 (south), Lenwood Road (east), and Hinkley Road (west), including proposed annexation areas.
