CITY OF BREACITY COUNCIL NOTICE OF PUBLIC HEARING FOR GENERAL PLAN AMENDMENT NO. 2026-01, SPECIFIC PLAN NO. 2026-01, ZONING ORDINANCE TEXT AMENDMENT NO. 2026-01, ZONE CHANGE NO. 2026-01, AND ENVIRONMENTAL IMPACT REPORT NO. 2026-01 FOR BREA 2050: FOCUSED GENERAL PLAN UPDATE AND BREA CORE SPECIFIC PLAN.
NOTICE IS HEREBY GIVEN by the City of Brea that a public hearing will be held at a City Council Meeting on Tuesday, June 2, 2026, at 7:00 P.M., or as soon thereafter as the matter can be heard, in the Council Chambers of the City of Brea Civic & Cultural Center, 1 Civic Center Circle, Brea, California 92821, in accordance with State Law and the Brea City Code, to consider the following application:
REQUEST: The City of Brea requests the following entitlements: (1) General Plan Amendment (GPA) No. 2026-01:Focused General Plan Update to comprehensively update the City’s 2003 General Plan, including the following elements: Community Development, Community Resources, Mobility, Public Safety, and Economic Development; (2) Specific Plan (SP) No. 2026-01: to create the “Brea Core Specific Plan” to guide development within the Core Area, including new mixed-use zoning districts, mobility improvements, and implementation strategies; (3) Zoning Ordinance Text Amendment (ZOTA) No. 2026-01: to amend Title 20, Chapters 20.04, 20.11, and 20.258 of the Brea City Code (BCC) to reclassify existing mixed-use zones into new Mixed-Use 50 and Mixed-Use 18 zones. The amendment also refines development and objective design standards; and (4) Zone Change (ZC) No. 2026-01: to update mixed-use zoning districts and consistency with the General Plan land use map.
LOCATION: The update applies citywide and within the City’s Sphere of Influence.
PLANNING COMMISSION RECOMMENDATION: At the April 28, 2026, Planning Commission meeting, the Planning Commission, on a 4 (ayes) – 1 (abstain) vote, recommended that the City Council approve the proposed project and certify the Program Environmental Impact Report (PEIR).
ENVIRONMENTAL: The proposed project has been assessed in accordance with the California Environmental Quality Act (CEQA) Guidelines, and a Program Environmental Impact Report (PEIR) has been prepared. A PEIR is an EIR that may be prepared for a series of actions that can be characterized as one large project, as defined by Section 15168 of the CEQA Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3). Based on analysis of the Draft PEIR, the City determined that implementation of the project would result in less than significant impacts related to aesthetics, biological resources, cultural resources, energy, geology and soils, hazards and hazardous materials, hydrology and water quality, land use and planning, public services, transportation, tribal cultural resources, utilities and service systems, and wildfire with implementation of mitigation. The PEIR identifies significant and unavoidable impacts on air quality, greenhouse gas emissions, and noise, even with the implementation of feasible mitigation measures.
