NOTICE OF PUBLIC HEARING BEFORE THECITY COUNCIL OF THECITY OF FOUNTAIN VALLEYNOTICE IS HEREBY GIVEN that on Tuesday, June 2, 2026 at 6:00 p.m. in Council Chambers at City Hall, 10200 Slater Avenue, Fountain Valley, the City Council will hold a public hearing on the following item:
1. Public Hearing to consider an appeal of the Planning Commission’s denial of Precise Plan No. 577 (“PP 577”) and Conditional Use Permit No. 1929 (“CUP 1929”) and Planning Commission’s recommendation that the City Council deny General Plan Amendment No. 23-01 (“GPA 23-01”) and Zoning Map Amendment No. 436 (“ZMA 436”) for the Parkside FV development located on a 2.119-acre site at 8550 Warner Avenue.
On March 25, 2026, the Planning Commission held a Public Hearing to consider PP 577 and CUP 1929 for the construction of a 72-unit apartment complex development in a new 76,076 square foot three-story building and an 800 square foot one-story clubhouse building and surface parking lot; GPA 23-01 to change the General Plan Land Use Map designation from General Commercial to High Density Residential; and ZMA 436 to change the zoning map designation from C1-Local Business to R4-High Density Multiple Dwelling for the 72-Unit Parkside FV development located on a 2.119-acre site at 8850 Warner Avenue. The Project includes the request for a Density Bonus, three (3) concessions for the reduction in the required rear setback from the required 100 feet to the single-family residential zone to 37 feet 9 inches and 73 feet 2 inches, a reduction in the required private open space balcony size of 100 square feet with no dimension smaller than 10 feet to a minimum 65 square feet of private open space balconies with no dimension smaller than seven (7) feet, and an increase in the maximum number of dwelling units per parcel from the maximum one (1) unit per 1,452 square feet to 1.13 units per 1,452 square feet. Additionally, the Project will include 10 deed restricted very-low-income units based on 15% of the permitted base density of the Project. Per the California Environmental Quality Act Guidelines Section 21000 et. seq, the City of Fountain Valley prepared a Mitigated Negative Declaration for the Project (State Clearinghouse #2026010463) located at https://www.fountainvalley.gov/1531/Parkside-FV.At the conclusion of the Public Hearing for the Project at the Planning Commission meeting on March 25, 2026, the Planning Commission denied the Project subject to confirming resolutions. On April 8, 2026, the Planning Commission approved Resolution No. 26-06 denying PP 577 and CUP 1929 and approved Resloution No. 26-07 recommending the City Council deny GPA 23-01 and ZMA 436 by a vote of 2-1-1 (2 approving, 1 denying, and 1 abstention).The City Council will consider an appeal to the Planning Commission’s denial, and recommendation of denial, of the Parkside FV development, submitted by Robert Franklin, appealing Planning Commission’s approval of Resolution No. 26-06 and 26-07 on June 2, 2026, at 6:00pm at the City Council Chambers at City Hall, 10200 Slater Avenue, Fountain Valley, CA 92708.
