NOTICE OF PUBLIC HEARING ZONING ORDINANCE UPDATES TO SOME MULTI-FAMILY RESIDENTIAL DEVELOPMENT STANDARDS TO IMPLEMENT THE SIXTH CYCLE HOUSING ELEMENT DENSITIES Notice is hereby given that the Alameda County Planning Commission will hold a public hearing to review, take comments, or make a recommendation on the proposed zoning ordinance updates to implement the sixth cycle of the Housing Element. Senate Bill (SB) 79 overrides local density limits to allow high density development within one-half mile of qualifying transit stops. This necessitated additional analysis of Zoning Ordinance Section 17.31.260, which regulates the unincorporated parcels adjacent to the Bay Fair BART site. The modifications include minor amendments to the Alameda County Residential Design Standards adopted in November of 2023. This project is exempt from the requirements of the California Environmental Quality Act (CEQA) because it would not "result in a direct or reasonably foreseeable indirect physical change in the environment" (CEQA Guidelines section 15060(c)(2)); and under the "common sense exemption" (CEQA Section 15601(b)(3)) "[w]here it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment."
