NOTICE OF PUBLIC HEARING Application Number: 241215 (ZCHG24006, GPA24004) Application Date: 12/23/2024 Project Location : 5721 Lime Ave (APN 7127006917) Project Applicant: City of Long Beach, Department of Community Development Approval(s) Requested: General Plan Map Amendment, Zone Change Proposed Project: The City Council at this public hearing will consider the Planning Commission's recommendation to approve a cityinitiated Zoning Map Change (ZCHG24006) request to amend the zoning designation on a split zoned lot from the R3S and MU2A Zoning Districts to be entirely in the MU2A Zoning District on an approximately 18,800squarefoot lot located at 5721 Lime Avenue. The project includes a request for a General Plan Amendment (GPA24004) to change the existing split land use and height designations from the NSCM/3 Stories and FCN/2 Stories PlaceTypes to be entirely in the NSCM/3 Stories PlaceType and height district for the subject lot. (District 8) This project IS NOT in the Coastal Zone and IS NOT appealable to the Coastal Commission. Environmental Review: Pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines, the City, as Lead Agency, prepared an addendum EIRA25001 to a previously certified PEIR, EIR 0316, State Clearinghouse No. 2015051054 that was prepared for the General Plan LUE Update and UDE. The EIR Addendum analyzed the proposed project in accordance with the PEIR and determined that the project will not result in any new significant impacts that exceed those analyzed in the PEIR. The PEIR found significant and unavoidable impacts related to air quality, global climate change, noise, and transportation. However, none of the conditions requiring a new subsequent or supplemental environmental impact report, as stated in Section 21166 of the Public Resources Code or in Sections 15162 or 15163 of the CEQA Guidelines, are present. Therefore, the proposed project would not result in new significant environmental impacts, and there would not be a substantial increase in the severity of impacts described in the 2019 Certified EIR.
