Proposed Project: The project is comprised of three components: (1) an amendment to the Land Use Element of the Long Beach General Plan (GPA24-003) to change PlaceType map designations in Northern Long Beach and Bixby Knolls as well as make text changes to conform to Housing Element law and to clarify various words, phrases and terms in the Land Use Element that are referenced or used in the City’s Zoning Code, (2) an amendment to the Municipal Code (ZCA24-005) to establish 2 new zoning districts for the Long Beach General Plan Land Use Element as well as minor amendments to Title 22 of the Long Beach Municipal Code regarding existing zoning districts, and (3) City-initiated rezoning (ZCHG24-005) of select properties on major corridors and select areas bounded by said corridors including Long Beach Blvd, Atlantic Ave, Wardlow Rd, Cherry Ave, Carson St, Bixby Road, and San Antonio Rd in the Greater Bixby Knolls area. The zoning and Land Use Element maps for the project are available for public review at all Long Beach Public Library branches as well online at https://www.longbeach.gov/lbcd/planning/current/city-council-notice-of-public-hearings/ (Citywide)
The proposed zoning districts would be established Citywide and would therefore affect areas within the Coastal Zone, however proposed zoning districts are not being recommended for certification or implementation in the Coastal Zone at this time. Therefore this project IS NOT in the Coastal Zone and IS NOT appealable to the Coastal Commission.
Environmental Review: An addendum (EIRA-25-002) to the previously certified Program Environmental Impact Report (PEIR) EIR 03-16, State Clearinghouse No. 2015051054, prepared for the General Plan Land Use Element update, found no new significant impacts beyond those identified in the PEIR. The PEIR found significant and unavoidable impacts related to air quality, global climate change, noise, and transportation. None of the conditions requiring a new subsequent or supplemental environmental impact report, as stated in Section 21166 of the Public Resources Code or in Sections 15162 or 15163 of the CEQA Guidelines, are present. Thus, the addendum was prepared pursuant to CEQA Guidelines Section 15164. The PEIR and the addendum are on file and available for review at the City of Long Beach Community Development Department, Planning Bureau, 411 W. Ocean Blvd., 2nd Fl, Long Beach, CA 90802, Monday - Friday from 8 a.m. to 4 p.m. as well as the City’s website at https://longbeach.gov/lbcd/planning/environmental/reports/.
