Approval(s) Requested: Zoning Code Amendment, Local Coastal Program Amendment
Proposed Project: A Zoning Code Amendment (ZCA26-001) and Local Coastal Program Amendment (LCPA26-001) to amend Chapters 21.15, 21.21 and 21.68 of the Long Beach Municipal Code (LBMC) to update the existing Enhanced Density Bonus to align with the provisions of the Inclusionary Housing Ordinance. The update will also add special bonuses for projects providing community benefits and implement other procedural and implementation streamlining changes to the Enhanced Density Bonus Ordinance; and
Environmental Review: An addendum (EIRA-26-001) to the previously certified Initial Study/ Negative Declaration (IS/ND) ND 08-20, State Clearinghouse No. 2021050034, prepared for the City of Long Beach Enhanced Density Bonus Ordinance, found no new significant impacts. The IS/ND did not find any significant impacts. The proposed amendment to the City’s Enhanced Density Bonus Program will not result in any new significant impacts or any impacts greater than those analyzed in the IS/ND. None of the conditions requiring a new subsequent or supplemental environmental impact report, as stated in Section 21166 of the Public Resources Code or in Sections 15162 or 15163 of the CEQA Guidelines, are present. Thus, the addendum was prepared pursuant to CEQA Guidelines Section 15164.
This project also includes a future amendment to the Local Coastal Program for areas in the Coastal Zone and is subject to certification by the California Coastal Commission for the coastal zone only.The City Council will hear this item at the meeting detailed below:
