This report describes each parcel of real property that receives sewer services from the City of Monterey and the amount of sewer service charges to be imposed on each parcel for Fiscal Year 2026-2027. PLACE: Council Chamber, Few Memorial Hall of Records, 580 Pacific St., Monterey, CA 93940 SUBJECT: Receive Protests Related to the Collection of Sewer Service Charges on the Property Tax Roll for Fiscal Year 2026-27, Approve the Annual Rate Report of Sewer Charges for FY 2026-27, and Adopt a Resolution Authorizing the Collection of FY 2026-27 Sewer Charges on the Tax Roll if a Majority Protest Does Not Exist PROPOSED CITY COUNCIL ACTION: At the public hearing, the City Council will hear and consider all evidence, testimony, objections, or protests, if any, to the Annual Rate Report by all interested persons. Upon the conclusion of the hearing, the City Council may: (1) adopt, revise, change, reduce or modify any change or overrule any or all objections and make its determination upon each charge as described in the Annual Report, which decision shall be final; (2) adopt the Annual Rate Report as presented or modified by the Council; and (3) direct the City Clerk to file a copy of the Annual Rate Report as presented or modified with the Auditor-Controller of the County of Monterey for the purpose of placing the Fiscal Year 2026-2027 sewer service charges and any delinquencies on the tax roll. If the City Council finds that protest is made by the owners of a majority of separate parcels of property described in the Annual Report, then the Annual Report shall not be adopted and the charges shall be collected separately from the tax roll. The meeting agenda will be posted at least 72 hours before the meeting outside the Council Chamber at 580 Pacific St., Monterey, CA 93940 and on https://www.monterey.gov/agendas HOW TO PROTEST: Any owner of a parcel included in the report may submit a written protest; however, only one protest will be counted per identified parcel. Any written protest must: 1. State that the property owner protests the annual sewer rate report for proposed collection of sewer service charges on the tax roll; 2. Provide the location of the identified parcel (by street address or assessor's parcel number); 3. Include the legibly printed full name and original signature of the record owner submitting the protest; and 4. Be received by the City before the end of the public hearing on June 2, 2026. Written protests from property owners must be received by the City Clerk before the closing of the City Council public hearing on June 2, 2026. Property owners may submit protests by: Personal delivery to the secure drop box across from the accessible entrance to the Council Chamber, City Hall, 580 Pacific Street, Monterey, CA 93940, in an envelope clearly marked "Attention: Sewer Rate Report Protest," or Mail to the Office of the City Clerk, Attention: Sewer Rate Report Protest, 580 Pacific Street, Monterey, CA 93940; or Hand delivery to the City Clerk at the meeting prior to the conclusion of the public hearing on June 2, 2026. Written protests in other forms shall not be counted. HOW TO PROVIDE INPUT ON THE MATTER (NON-PROTEST): Any interested person or an authorized agent may appear at the hearing and be heard. Comment may be made in writing or by addressing the Council during the meeting. Written comments will not qualify as formal protests unless they meet the specifications outlined above.
