CITY OF MORENO VALLEYPLANNING COMMISSIONNOTICE OF PUBLIC HEARING AND ENVIRONMENTAL DETERMINATION
NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Planning Commission of the City of Moreno Valley on the date and time set forth below:
Environmental Determination: The Proposed Project has been evaluated in compliance with the criteria set forth in the California Environmental Quality Act (CEQA) Guidelines. An Addendum has been prepared to the MoVal 2040 Revised Program Environmental Impact Report (EIR) (State Clearinghouse No. 2020039022), which was certified by the Moreno Valley City Council on April 21, 2026. Pursuant to Section 15162 of the State CEQA Guidelines, the City has determined, on the basis of substantial evidence in the light of the whole record, that implementation of the Proposed Project does not propose substantial changes to the approved project, no substantial changes in circumstances would occur which would require major revisions to the MoVal 2040 Revised Program EIR, and no new information of substantial importance has been revealed since approval of the MoVal 2040 Revised Program EIR that would result in new significant effects.
A copy of the California Environmental Quality Act (CEQA) Addendum to the MoVal 2040 Revised Program Environmental Impact Report, prepared on behalf of the Lead Agency by Dudek, is available online athttp://www.moreno- valley.ca.us/cdd/documents/about-projects.html.
PUBLIC TESTIMONY: All interested parties will be provided an opportunity to submit oral testimony during the public hearing and/or provide written testimony during or prior to or at the public hearing. The application file and related environmental documents may be inspected electronically or at the Community Development Department at 14177 Frederick Street, Moreno Valley, California, by calling (951) 413-3206 during normal business hours (7:30 a.m. to 5:30 p.m., Monday through Thursday, and 7:30 a.m. to 4:30 p.m. on Friday). More information can be found on the Agenda, which will be posted on the City's website at least 72 hours prior to the meeting https://moval.gov/city council/agendas.html.
PLEASE NOTE: The Planning Commission may consider and approve changes to the Proposed Project under consideration during the Public Hearing.
GOVERNMENT CODE § 65009 NOTICE: If you challenge any of the proposed actions taken by the Planning Commission in court, you may be limited to raising only those issues you or someone else raised during the Public Hearing described in this notice, or in written correspondence delivered to the Planning Commission of the City of Moreno Valley during or prior to the Public Hearing.
