NOTICE OF PUBLIC HEARING ELECTED OFFICIALS TRANSPARENCY AND ACCOUNTABILITY ORDINANCE NOTICE IS HEREBY GIVEN that the Oroville City Council will conduct a Public Hearing on March 17, 2026 at 5:15 p.m., or soon thereafter as may be heard, at the Oroville City Council Chambers, 1735 Montgomery Street, Oroville, California, to consider action on the following item: 1. Introduction and first reading of an ordinance establishing transparency, accountability, and ethical governance standards for elected officials. The proposed ordinance includes provisions regarding disclosure of councilmember communications related to City matters, limitations on individual direction to City staff, procedures related to the sale or transfer of City-owned property valued over $50,000, restrictions on individual councilmember participation in contract negotiations without Council authorization, conflict of interest and recusal protocols, whistleblower protections for City staff, and enforcement provisions for violations.
