It outlines how the City intends to implement the goals and objectives established within the Consolidated Five-Year Plan by utilizing the three federal grant (CDBG, HOME, ESG) funds and other available resources. This plan is based on citizen input, consultation with community-based agencies, and City Council recommendations. To encourage participation in the development of the Annual Action Plan, outreach included social media flyers and videos promoting community meetings and a Needs Survey. In addition, English and Spanish surveys were distributed to more than thirteen community service centers and were made available online on the City’s website. Surveys and meeting information were also available at the City Hall Housing counter and at all Action Plan related community meetings. The Community Needs Survey was available online beginning June 2, 2025. The final due date for submission of both online and paper surveys was December 31, 2025. As a result of the outreach efforts, the city received 340 surveys . The Fiscal Year 2026-27 Action Plan details available federal resources and identifies priority community needs. It outlines specific activities the City will implement to address these needs while ensuring alignment with the goals, objectives, and strategies established in the Consolidated Plan.
