CITY OF SAN RAFAEL NOTICE OF PREPARATION AND NOTICE OF SCOPING MEETING The Planning Commission of the City of San Rafael will hold a public Scoping Meeting regarding the proposed project described in the Notice of Preparation published on April 27, 2026 and available at the project webpage, located at https://www.cityofsanrafael.org/kaiser-hospital/ : DATE/TIME/PLACE: Tuesday, May 12, 2026, 7:00 p.m. City Council Chambers, City Hall, 1400 Fifth Avenue, San Rafael, CA 94901 PROJECT: Kaiser Redevelopment Project (99 Montecillo Road) The project proposes to demolish the existing approximately 79,350-sf hospital and 19,271-sf general services building, and construct a new 233,250-sf, 116.5-foot-tall, six-story hospital containing 92 beds. The new hospital would be approximately 153,900 sf larger than the existing hospital. Entitlements include a Planned Development (PD) amendment and Environmental and Design Review Permit to allow the comprehensive redevelopment of the existing hospital to meet the requirements of the Hospital Facilities Seismic Safety Act (Senate Bill 1953). An Environmental Impact Report (EIR) will be prepared for this project under the California Environmental Quality Act (CEQA) and a scoping session will be held to solicit input from the public on specific topics they believe should be addressed in the environmental analysis. The scoping process is designed to enable the City to determine the scope and content of the EIR and identify potentially significant environmental effects, alternatives, and mitigation measures to be analyzed in the EIR. The EIR will address the proposed project's potential impacts to the following environmental topics, including Aesthetics; Agriculture and Forestry Resources; Air Quality; Biological Resources; Energy; Cultural Resources and Tribal Cultural Resources; Geology, Soils, and Paleontological Resources; Greenhous Gas Emissions; Hazards and Hazardous Materials; Hydrology and Water Quality; Land Use and Planning; Mineral Resources; Noise and Vibration; Population and Housing; Public Services and Recreation; Transportation; Utilities and Service Systems; and Wildfire. PROJECT SITE: 99 Monticello Road (APN: 175-060-57) WHAT WILL HAPPEN: The Planning Commission scoping session provides an opportunity to comment on the potential environmental impacts of the project and the scope of topics to be studied in the EIR. Public comments will be accepted from April 27 to May 29, 2026. Comments can be made in person at the Scoping Meeting and you can submit written comments to the Community and Economic Development Department by Friday, May 29 2026 at 5:00pm. Please note that the Planning Commission will NOT take action to approve/deny this project at this meeting. Future Planning Commission meetings will be held for this purpose following the completion of the EIR.
