NOTICE OF INTENT
TO ADOPT A NEGATIVE DECLARATION
The Visalia City Planning Commission will consider the following items on Monday, June 8, 2026, at 7:00 PM, at the Visalia City Council Chambers located at 707 W. Acequia Ave. Visalia, CA:

The Visalia City Council will consider the following items on Monday, June 15, 2026, at 7:00 PM, at the Visalia City Council Chambers located at 707 W. Acequia Ave. Visalia, CA:
• General Plan Amendment No. 2025-02: A request by the City of Visalia to change the land use designation on a 21-acre parcel from Parks/Recreation to Commercial Mixed Use. The site is located on the northwest corner of Akers Street and Riggin Avenue, within the City of Visalia, County of Tulare (APN: 077-100-103).
• Change of Zone No. 2025-03: A request by the City of Visalia to change the zoning designation on a 21-acre parcel from QP (Quasi-Public) to C-MU (Commercial Mixed Use). The site is located on the northwest corner of Akers Street and Riggin Avenue, within the City of Visalia, County of Tulare (APN: 077-100-103).
Pursuant to City Ordinance No. 2388, the Environmental Coordinator of the City of Visalia has reviewed the proposed project described herein and has found it will have a less than significant impact upon the environment. Therefore, together with an Initial Study, a Negative Declaration has been prepared for adoption at the time of final project approval. The period to submit comments on the proposed Negative Declaration starts on May 14, 2026, and ends on June 3, 2026.

If you desire to make comments regarding this project prior to the public hearing, the following methods may be utilized:

To be sure that your comments are received, we strongly encourage citizens to submit public comment, or comment on a specific agenda item, before the meeting via email to planning@visalia.gov. All emailed public comments will be distributed to the Planning Commission prior to the start of the meeting and incorporated into the official record; however, e-mailed public comments will not be read aloud. As an alternative, you may appear at the Planning Commission meeting in person.
If you challenge the decision made regarding these requests in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Visalia at, or prior to, the public hearing.
For the hearing impaired, if signing is desired, please call (559) 713-4900 twenty-four (24) hours in advance of the scheduled meeting time to request these services.
For the visually impaired, if enlarged print or Braille copy is desired, please request this assistance in advance of the meeting and such services will be provided as soon as possible following the meeting.
