PUBLIC HEARING
The Visalia City Planning Commission will consider the following items on Tuesday, May 26, 2026, at 7:00 PM, at the Visalia City Council Chambers located at 707 W. Acequia Ave. Visalia, CA:
• Conditional Use Permit No. 2026-08: A request by Margarita Martinez to allow live entertainment at the existing El Nuevo Presidente Bar and Grill. The project is located at 539 North Santa Fe Street in the C-MU (Mixed-Use Commercial) zone (APN: 094-264-017).
• Tentative Subdivision Map No. 5609: A request by Ubaldo Garcia to subdivide approximately 5.4 acres into 42 single-family lots.
Conditional Use Permit No. 2026-11: A request to construct The Curve, a planned residential development of 42 single-family units on approximately 5.4 acres.
Location: The site is located on the east side of North St. Johns Parkway and East Modoc Avenue in the R-1-5 (Single-Family Residential, 5,000 square foot minimum site area) zone (APN: 091-333-044, 091-040-025).
• Variance No. 2026-03: A request by Max Zappas to permit a six-foot tall wrought iron fence within the front and street side yard setback areas of a parcel within the C-MU (Mixed Use Commercial) Zone. The project site is located at the south corner of Pine Street and Northwest 2nd Avenue (APN: 094-015-001).
• Conditional Use Permit No. 2026-12: A request by BarrelHouse Brewing Company to amend Conditional Use Permit No. 2017-23 regarding live entertainment, in order to expand the types of allowed live entertainment. The project site is in the DMU (Downtown Mixed Use) zone district, located at 521 E. Main Street, on the south side of Main Street 200 feet east of Santa Fe Street. (APN: 094-235-004)
• Conditional Use Permit No. 2026-03: A request by Jeremy Schultz to amend Conditional Use Permit No. 2021-05, modifying conditions of approval for Soccer City 1852 relating to hours of operation, live entertainment, special events, and the sale and serving of alcoholic beverages, on a property within the D-MU (Downtown Mixed Use) Zone. The project site is located at 707 West Murray Avenue (APN: 093-177-009, 010).

To be sure that your comments are received, we strongly encourage citizens to submit public comment, or comment on a specific agenda item, before the meeting via email to planning@visalia.gov. All emailed public comments will be distributed to the Planning Commission prior to the start of the meeting and incorporated into the official record; however, e-mailed public comments will not be read aloud. As an alternative, you may appear at the Planning Commission meeting in person.
If you challenge the decision made regarding these requests in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Visalia at, or prior to, the public hearing.
