REQUEST FOR PROPOSALS (RFP) 2026-3763 Martin County Board of County Commissioners Attn: Purchasing Division 2401 SE Monterey Road Stuart, FL 34996 pur_div@martin.fl.us www.martin.fl.us The Board of County Commissioners, Martin County, Florida, will receive sealed proposals for: DISASTER DEBRIS MONITORING Martin County is seeking proposals from qualified Contractors experienced in emergency debris removal monitoring services. The selected Contractor(s) will provide all personnel and resources necessary to monitor debris operations, including load ticketing, field inspections, and volume estimation at Debris Management Sites (DMS), in compliance with Federal Emergency Management Agency (FEMA), Federal Highway Administration (FHWA), Florida Department of Emergency Management (FDEM), including the Florida Recovery Obligation Calculation (F-ROC) program, and other applicable requirements. Sealed proposals will be received by the Information Desk on the 1st Floor at the address above or via Euna OpenBids (DemandStar) until 2:30 PM local time, on Wednesday, April 29, 2026. The complete bid document may be downloaded from www.demandstar.com (online bidding site). Funds for services under this Agreement may be derived from the Federal Emergency Management Agency (FEMA) and/or from Florida Division of Emergency Management (FDEM). The successful Consultant and its subconsultants shall comply with all applicable federal, state, and local laws and regulations, including FEMA requirements, as well as the terms and conditions of this Agreement.
