City of Portland, Maine Parks, Recreation & Facilities Department Back Cove Stairs Reconstruction Project Mackworth Street and Chenery Street at Baxter Boulevard Bid #26097 Notice To Contractors The City of Portland is soliciting sealed bids from contractors for the removal and reconstruction of stone stairs linking Mackworth Street and Chenery Street to Baxter Boulevard. Sealed bids for The Back Cove Stairs Reconstruction Project shall be submitted electronically to bidsubmit@portlandmaine.gov with the name of the Bidder, Contract Name and Bid number in the subject line will be received until 3:00 p.m., Thursday, June 11, 2026, at which time they will be opened and read. Bids may also be submitted via USPS, UPS, FedEx or in person to the City of Portland, Purchasing Rm. 103, 389 Congress St., Portland ME 04101. It is the bidder's sole responsibility to ensure that their bid is submitted prior to the date and time specified. Late bids shall not be accepted. OUTLINE OF WORK The project consists generally of the following items in accordance with the drawings and specifications presented in this Project Manual: 1. The Back Cove Stairs Project includes all labor and materials associated with stone stairs removal and replacements. Work will include, but is not limited to, the following: • Provide and maintain construction signage, erosion control, and temporary barriers. • Remove and dispose of Ashlar stone-and-mortar sets of stairs located at the east ends of Mackworth and Chenery Streets connecting to Baxter Boulevard. • Construct stairs at Mackworth and Chenery Streets, substituting granite for Ashlar stone-and-mortar. Work includes aggregate base, geotextiles, reinforcement geogrid, and setting beds. • Provide and install continuous metal handrails and posts (one side of each stairway). • Repair portions of the brick walkway disturbed by construction activities (Chenery Street). This work shall be incidental to the site work and shall consist of preparing aggregate base, setting bed, resetting bricks, and adjusting existing edging, as required. • Reconstruct the approximately 7-foot long, 5-foot wide (9 square yards) stonedust path at the top of Mackworth Street. Each prospective bidder will be required to obtain from the City each copy of the proposal forms.
