INVITATION TO BIDDERS
Sealed bids for performing the Contract identified below will be received by the Passaic Valley Water Commission, at its offices located at 1525 Main Avenue, Clifton, New Jersey, on Tuesday, June 9, 2026 at 2:00 p.m., local time, at which time and place said bids will be publicly opened and read. No bids shall be received after the time designated in this Invitation to Bidders.

LITTLE FALLS WATER TREATMENT PLANT
CHEMICAL FILL STATION IMPROVEMENTS
This Contract is for the improvements at the Chemical Fill Station including replacement of five (5) 2” Diameter chemical pipes, valves, and disconnects, installation of a check valve at each of the five chemical lines, cut and cap the inactive pipes, replacements of concrete pad and bollards, replacement of existing compressed air pipe and hose reel, replacement of existing and installation of new heat trace systems.

Each submission shall be provided on the standardized forms as supplied in the submission package and the said standardized forms shall not be modified or altered in any way.
Bidders shall comply with the requirements of the Local Public Contracts Law N.J.S.A. 40A:11-1 et.seq. as supplemented and amended; Ownership Disclosure Notice (P.L. 1977, c 33) N.J.S.A. 52:24.1 and Affirmative Action Requirements. (P.L. 1975 c 127) N.J.S.A. 10:5-32 in addition to other applicable State Laws.
A non-mandatory pre-bid conference will be held on Tuesday, May 19, 2026 at 10:00 A.M at The Little Falls Water Treatment Plant – Auditorium and Chemical Fill Station located at 800 Union Blvd, Totowa, New Jersey. Representatives of the Commission will be present to discuss the project. Bidders are encouraged to attend and participate in the pre-bid conference. The Contractor shall submit any questions regarding the bid documents by Tuesday, May 26, 2026 at 3:00 P.M. to the project representative listed in the bid documents.
The successful bidder for the Contract shall be required to comply with the prevailing local minimum wage rates as determined by the New Jersey Department of Labor.
Within the parameters established by the governing law, the Commission reserves the right to reject any and all bids or to waive minor informalities or irregularities in the Proposals received and to award the contract to the lowest responsible bidder.
