JERSEY CITY PLANNING BOARD NOTICE OF HEARING PURSUANT TO N.J.S.A. 40:55D-12 FOR THE PROPERTY LOCATED AT 3-25 NEW YORK AVENUE ALSO IDENTIFIED AS BLOCK 6001, LOT 36, JERSEY CITY, NEW JERSEY P2025-0233 PLEASE TAKE NOTICE that an application under Case No. P2025-0233 has been filed by Devan PropCo, LLC (the “Applicant) for an Administrative Amendment to the Final Major Site Plan approval obtained under Case No. P19-146, and Amended Final Major Site Plan approval obtained under Case No. P21-062 for the property located at 3-25 New York Avenue, Jersey City, New Jersey; and which is also identified on the Jersey City tax maps as Block 6001, Lot 36 (the “Property”). The Property is located within the R-3 Multi-Unit Mid-Rise Zoning District. In accordance with the development approvals noted above, the Applicant was permitted to develop the Property with a new 8-story and 6-story residential building containing 336 residential units, and 206 parking spaces (the “Initial Approval”). The project has been completed, and a Certificate of Occupancy was issued in July 2024. The purpose of this application is to amend the Initial Approval to allow the Applicant to re-configure the parking area to add an additional 20 parking spaces. Some of the additional parking spaces will constitute Compact Parking spaces. An Administrative Amendment is required as compact spaces were not part of the Initial Approval, and all compact spaces require approval from the Planning Board under the Jersey City Land Development Ordinance (JCLDO). The Applicant does request any approvals, permits, variances, interpretations, waivers or exceptions reflected in the plans and materials filed (as same may be amended or revised from time to time) or determined to be necessary during the review and processing of this application. Any person interested in this application will have the opportunity to address the Planning Board at the Virtual meeting on February 24, 2026 at 5:30 P.M. in the Board Room of the Holloway Building, located at 4 Jackson Square (aka 39 Kearney Avenue), Jersey City, NJ 07305, or at any date and time to which the Board may adjourn, at which time you may appear either in person, by agent or attorney and present comments which you may have regarding this application.
