This notice is being provided pursuant to N.J.S.A. 40:55D-12 to advise that an application (P2025-0228) has been filed by Manila Avenue Partners LLC with the Jersey City Planning Board for Preliminary and Final Major Site Plan approval with deviations for the minimum recreation space pursuant to N.J.S.A. 40:55D-70(c), and approval of a design waiver for stilted buildings. The subject property is located within the Luis Marin Boulevard Redevelopment Plan (“Redevelopment Plan”) area, and is further identified as 468-480 Manila Avenue, Jersey City, New Jersey, and also identified on the Jersey City Tax Maps as Block 10103, Lots 1 - 10.
The purpose of this project is the construction of a 6-story, 38-unit multi-family residential building with a parking garage. The proposed unit mix will consist of 38 three-bedroom units. The ground floor will contain a parking garage with 39 spaces that will have access from both 8th and 7th Street, a residential lobby, a fitness center, a storage room, a bike room with 19 spaces, a package room, a trash room, two kids playrooms and mechanical, electrical, and maintenance rooms. The second floor will contain six 3-bedroom units, a co-working/meeting room, a lounge area, a shared terrace and two private terraces. The third to sixth floors will each contain eight 3-bedroom units. The roof will consist of a roof deck, a roof lounge and mechanical space.
In connection with the proposed development, the Applicant will be requested the following deviations and/or waivers:
• Deviation from minimum recreation space – the project proposes recreation space of approximately 9.8% (7,302 square feet) where a minimum of 10% (7,466 square feet) of the total residential area is to be used as a recreation space; and
• Design waiver for stilted buildings – The Jersey City Land Development Ordinance prohibits stilted buildings per Section 345-62.1 and 345-70.A.4. The project proposes to expose the at-grade parking area on three sides: north, east and south.
In addition to the deviation and waiver listed above, the Applicant will be seeking any and all deviations, variances, exceptions, permits, interpretations, approvals and/or waivers from the Redevelopment Plan, the Jersey City Land Development Ordinance (“JC LDO”), and the New Jersey Municipal Land Use Law, N.J.S.A. 40:55D-1 et seq. (“MLUL”) that the Planning Board or its professionals may deem necessary in connection with this Application.
