Sealed bids for the above-mentioned Federal Aid Project in the Town of Amherst will be received by mail or in a bid drop off box found in the rotunda of the Town’s Municipal Building, 5583 Main Street, Williamsville, New York on or before 12:00 P.M. local time on May 28, 2026 , at which time they will be publicly opened and read aloud. Four (4) copies of each Bid Book are required to be enclosed in an opaque sealed envelope plainly marked on the outside with the name of the Bidder, Bidder’s address, the name of the Project, the bid date, and the contract name and project number.
The Plans and Specifications may be viewed and ordered through the following web site on or after May 7, 2026: www.avalonplanroom.com in the Public Bid Section. If you do not have internet access or have questions on ordering from the site, please contact Avalon Document Services at (716) 995-7777. Plans and Specification can be picked up at Avalon Documents printing at 40 La Riviere Drive, Buffalo, NY 14202, upon the non-refundable payment made by credit card or by check made payable to Avalon Document Services. This project will be administered under the standard specifications dated January 1, 2026. Additional information is included in the section titled Supplemental Information to Bidders.
The Town of Amherst reserves the right to extend this bid to other municipalities and qualifying divisions as set forth under
NYGML.
Proposals shall be made and received upon the following conditions. Each proposal must be accompanied by the deposit of a certified check, payable to the Town of Amherst, for a sum equal to $87,000 conditioned that if the proposal is accepted, that they will execute within fifteen (15) days from the date of the acceptance of the proposal, a suitable security bond in the amount of the Contract, conditioned for the faithful and prompt performance and completion of the Work specified in the Contract.
Upon acceptance of their Bid, if the successful bidder fails to enter into a Contract pursuant to the requirements of the Contract Documents, or fails to give the further security prescribed in this Notice, with the same time limited therein, then the check/bond deposited as aforesaid and the monies standing to the credit of the same, shall be forfeited to the Town as liquidated damages, or the payment of the bond enforced for the benefit of the Town. The Town of Amherst reserves the right to waive informalities in or to reject any and all bids.

SUPPLEMENTAL INFORMATION TO BIDDERS
The Owner of Casey Road is the County of Erie, the owner of Paradise Road and the shared use path is the Town of Amherst. The work site is located in the Town of Amherst. The projects limits extend:
On Casey Road – from 500’ west of Paradise Road to 200’ west of Transit Road On Paradise Road from Casey Road to 200’ south of Emma Way.
Along an undeveloped path beginning on Paradise Road near Emma Way extending to Red Wing Court.
The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following:
The scope of this project is to add ADA compliant sidewalks, curb ramps and crosswalks on portions of Casey Road and Paradise Road in the Town of Amherst. On Casey Road, approximately 3500’ of sidewalks will be added along the south side of Casey Road. Casey Road will be widened for approximately 3500’ to accommodate separate bike lanes on both sides between Paradise Road and Transit Road. This project will also include approximately 1400’ of sidewalk along Paradise Road from Casey Road to near Emma Way along with the improvement of approximately 500’ of a shared use path from Paradise Road near Emma Way to Red Wing Court. Paradise Road within the project limits will be repurposed/re-striped to include bicycle lanes in each direction from Casey Road to Red Wing Court (approximately 1400’). Casey Road will be milled and resurfaced (various treatments) and a new shared use path will be constructed between Paradise Road and Red Wing Court. New signs, striping (including bicycle lane delineation), crosswalks, and two RADAR Feedback signs will be included in this project.
This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on January 1, 2026 as posted on the New York State Department of Transportation’s website must be followed by the successful bidder.

The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO can be found at https://ebo.dot.ny.gov/.
No residential or geographical restrictions will be in effect for this project. Applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent.
Bids received from Contractors other than those on the official Plan Holders List will not be accepted.
Addenda will be available at www.avalonplanroom.com in the Public Bid Section. It is the bidder’s responsibility to check the Avalon website for any issued Addenda to include any changes in their bid. Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum on page 10 of 28 of the Bid Form. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda so issued shall become part of the Contract Documents.
The bidder will promptly notify the project contacts of any errors, omissions, conflicts, or ambiguity in/among contract documents.
The bidder must submit a Bidder’s List
For bids to be considered, the Bidder must be registered with the NYS Department of Labor (DOL) prior to submitting a bid. Bids from unregistered Contractors shall be declared non-responsive.
Bids cannot be withdrawn within forty-five (45) days of letting.
The Town of Amherst maintains the right to waive any informalities and to reject any and all bids.
The work will be substantially completed 350 calendar days from Notice to Proceed and completed and ready for final payment on November 30, 2027.
Prior to submitting a bid, the Contractor must submit a completed Non-Collusion Form, Lobbying Activities Form (both found in the NYSDOT Local Projects Manual Appendix 12-1A), along with a Bidder’s List (NYSDOT Local Projects Manual Appendix 12-11 CONR 80LL).
