TOWN OF CHESTER NOTICE OF PUBLIC HEARING PROPOSED LOCAL LAW NO. 1 OF 2026 ESTABLISHING A MORATORIUM ON BATTERY ENERGY STORAGE FACILITIES NOTICE IS HEREBY GIVEN that the Chester Town Board will hold a Public Hearing on Tuesday, May 12, 2026 , beginning at 7:00 p.m. at Chester Town Hall, 6307 State Route 9, Chestertown, New York 12817 , concerning proposed Local Law No. of 2026. The proposed Local Law would establish a one-year moratorium on any new battery energy storage facility in the Town of Chester. A battery energy storage facility is defined as one or more devices, assembled together, capable of storing energy derived from solar or wind, to be stored and then released at a future time. The proposed moratorium would not apply to any storage facility that has received all final approvals and permits from the Town. Copies of the proposed Local Law are on file in the Town Clerk’s Office and also on the Town of Chester website at www.chesterwcny.gov.
