CITY OF SPOKANE Wastewater Management Department Industrial Pretreatment Program Notice: In accordance with 40 CFR Part 403.8 (f)(2)(viii) and Spokane Municipal Code 13.03A.0801, the company shown below was found to be in significant noncompliance with wastewater regulations during the period January 1 to December 31, 2025. PANDA EXPRESS, 2905 S Southeast Blvd, Spokane WA 99223. Nature of Violation/Type of Pollutant: Fats, Oils, and Grease obstructed the sewer causing sewage overflow on two dates.
